Nelson 612-725-2189 Under Statutory Authority 41 U.S.C. 253 (C)(1) AND
IAW far 6.302, the proposed contract action is for supplies and
services for which the Government intends to solicit and negotiate with
only one source to provide PBX/MDF Telephone Equipment consisting of a
PIM Unit and converting 150 local analog to digital. U.S. West as
local carrier will provide eight (9) T1 trunks at no charge and current
maintenance and follow-on telephone contractor, WilTel will supply and
install hardware/software requirements after hours in a phasing order
(keep redundancy) in order to prevent disruption in service; perform
project within 30 calendar days.The PIM Unit and Digital cards will
support the T1s to convert from analog to digital . Supply any
necessary supporting/operating software and hardware and training as
necessary. The above FAR 6.302 authority is cited and justification
made based on the determination that the Government's minimum needs can
best be satisfied by services available from one source. This notice
ofintent is not a request for competitive proposals. However, any
vendor proposal received before September 4, 1997 may be considered for
capability. A determination by the Government not to open the
requirement to competition based upon responses to this notice is soley
within the discretion of the Government. Information received as a
result of the notice of intent will normally be considered soley for
the purpose of determining whether to conduct a competitive
