Missile Systems Center and Los Angeles AFB, intend to issue a
competitive Request for Proposal (RFP) that will require the contractor
to provide all personnel, equipment, tools, materials, vehicles,
supervision, and other items and services necessary to perform all base
civil engineering tasks and functions which include maintenance and
upkeep of Los Angeles Air Force Base (LAAFB) as defined in the
performance work statement (PWS). A copy of the PWS can be obtained by
contacting SMC/PKDV at the address below. Included in the PWS will be
the government-furnished property section and services requirement for
LAAFB. Additionally, this acquisition will support Military Family
Housing at Fort MacArthur, San Pedro, CA. The Government anticipates
the award of a Firm-Fixed Price contract with a basic one year period
of performance and four one year options. The Government suggests that
the contractor provide the following manpower requirements: General
Manager, Chief, Engineering, Mechanical Engineer, Electrical Engineer,
Civil Engineer, Architect, Draftsman, Environmental Coordinator,
Energy Program Monitor, Simplified Acquisition of Base Engineer
Requirements (SABER) Project Managers, Chief, Operations, Foreman, Shop
Personnel, Grounds Personnel, Financial Manager, Financial Technician,
Computer System Admin., Local Area Network (LAN) Administrator,
Disaster Preparedness, Secretary, Supply, Production Control, Customer
Service, Planning, Construction Management, Miscellaneous Engineering
Personnel, and Fire Protection. Responsibilities of the aforementioned
are explained in detail in the PWS. This proposed acquisition is being
considered as an 8(a) competitive. Interested firms should provide the
Contracting Officer as early as possible, but not later than 15 days
after this notice, evidence of their capability to perform the
requirements listed and a positive statement of their eligibility as an
8(a) contractor. If adequate responses are not received from 8(a)
firms, the solicitation will be issued as a small business set-aside.
A determination will be made by evaluating technical literature
submitted by all offerors. Technical Data received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. No telephone inquiries will be accepted. All

All small business sources must provide a Statement of Capability (SOC)
that includes past performance and proposed teaming arrangements, and
identify full name and business size. The Standard Industrial
Classification (SIC) Code for this acquisition is 8744 (Base
Maintenance). This notice of intent is not a request for competitive
proposals. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
