AUDIO/VIDEO CABLING. This is a Request for Quotation No. B/PA-97-22
using Simplified Acquisition Procedures in Federal Acquisition
Regulation (FAR) Part 13. The United States Information Agency (USIA),
International Broadcasting Bureau (IBB), WORLDNET Television, has a
requirement for a Contractor to install audio and video cabling,
subject to the availability of funds. Scope of Work: The Contractor
shall install both audio and video cabling to complete the
interconnection of the components constituting the WORLDNET Audio Mix
Facility within the former Voice of America (VOA) "Studio 24", at the
Cohen Building, 330 Independence Avenue, S.W., Washington, D.C.)
Contractor Responsiblities: The Contractor shall be responsible for the
following work: 1) cutting to length all government furnished wire and
cable; 2) Routing of the cables between the equipment to be
interconnected; 3) Installation of all government furnished BNC type
connectors on the coaxial video cables; 4) Stripping and other
treatment of government furnished twisted pair and multiconductor audio
cable to prepare it for "punching" onto government furnished punch
blocks and audio patch panels; 5) Wiring of "XLR" and other standard
audio connectors as needed; 6) Preparation and application of
government furnished wire labels for identification of the various
cables. In addition, the Contractor shall obtain the correct cable
numbers from the detailed system interconnection drawings. Upon
request, Contractor may obtain a copy of the drawings detailing
equipment interconnections, equipment rack elevations, the relative
location of the equipment racks and the cable routing between the
racks. Contractor shall be responsible for the continuity testing of
all installed cables and shall ensure their correct connection and
proper preparation. This requirement addresses the cabling needed to
return to service an audio mix facility in the former VOA "Studio 24".
This facility was previously located in another building. The facility
consists of seven (7) equipment racks, a large audio console, a digital
audio workstation, numerous small video monitors, microphone cables,
monitor speakers, and audio headset fe ed cabling. Where possible, the
equipment racks and configurations were removed from their former
location intact. However, some of the original cabling will have been
removed or cut in disassembly and moving, so careful cable tracing by
the Contractor will be required to ensure that the wiring configuration
faithfully follows the supplied interconnecting diagrams. The
Contractor shall continue to observe the plant color coding of audio
and video cables (channel one audio -- white, channel two -- red). All
work shall be performed in a professional manner and in accordance
with industry standards, with special attention being given to the
dressing and securing of cables within the area of concern. The
Contractor shall coordinate all work with the Authorized Representative
of the Contracting Officer (AR/CO). The contractor shall provide a
twice weekly update of all work performed, so as to ensure reliable
documentation of the project is carried out. At the completion of each
workday, the contractor shall all ow sufficient time for cleanup and
removal of all work considered scrap and detritus from the work area.
The Contractor shall perform specific tasks in such a manner as not to
present any threat to life or limb of Agency employees in the
immediate work area. Award will be made based on price, experience and
past performance to ensure that the purchase is advantageous to the
Government. GEOGRAPHIC AREA OF CONSIDERATION: Competition is limited to
firms located in the metropolitan Washington, D.C. area. I nterested
sources shall submit a firm fixed price quotation to Lorraine Mullen,
Contracting Officer, no later than August 18, 1997. Price Quotations
may be faxed to Ms. Mullen at (202) 205-1921 and shall reference this
RFQ #B/PA-97-22. Any firm that previously submitted a price quotation
for this requirement will be considered and need not respond to this
RFQ. PERFORMANCE PERIOD: Award will be made before September 30, 1997
but exact performance period is unknown at this time. Please submit any
