Estimated cost of proposed acquisition is between $1,000,000.00 and $5,000,000.00. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. Hard copies of the solicitation will not be provided. You may however download and print the file from the WWW. 3. There is no fee for this solicitation. 4. There are approximately 22 pages of the solicitation, 751 pages of specifications and 62 drawings. 5. One hard copy of the solicitation will be available for review in Building 260, Wright-Patterson AFB, Ohio. 6. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addendum's that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 7. You shall provide a signed copy of the SF 1442 at the time and place specified in the solicitation for bid opening. Bids will be publicly opened. Sealed envelopes containing bids shall be marked to show the bidder's name and address, the solicitation number, and the date and time bids are due. 8. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors.
