703-325-1412 The U.S. Army Medical Life Fund operating through the U.S.
Army Community and Family Support Center Employee Benefits Branch is
seeking information from potential sources who can provide a commercial
off-the-shelf benefits software program (80% off-the-shelf, 20%
customized maximum) for administration of employee benefits. The
Employee Benefits Branch currently provides centralized administration
of employee benefits for approximately 17,000 employees of 120
individual employers which are Nonappropriated Fund Instrumentalities
(NAFIs) of the Department of the Army. These NAFIs are located in many
locations through the world, including the United States, Puerto Rico,
the Republic of Panama, the Federal Republic of Germany, Italy,
Belgium, Saudi Arabia, the United Kingdom, the Republic of Korea and
the Republic of Japan. In the future, the Employee Benefits Branch may
be responsible for providing administration of benefits for up to
100,000 employees of NAFIs throughout the Department of Defense (DoD).
In addition to providing the commercial off-the-shelf software
including the customization, the successful Offeror shall provide for
conversion of existing data to the system and implement, test and
maintain the automated management information system (MIS). The Offeror
shall provide a system flexible enough to meet changes in program
requirements. The system shall be able to use/apply routine
calculations plus have the ability to use one-time calculations. In
addition, the successful Offeror shall develop and maintain related
Standing Operating Procedures, operations, training and maintenance
manuals as well as update them, as needed, to comply with
statutory/legal requirements. The current scope of the benefits
programs provided to employees is as follows: 1) contributory defined
benefit pension plan, 2) contributory life insurance program, 3)
optional life insurance program, 4) 2 classes of comprehensive medical
insurance, 5) 2 classes of comprehensive dental insurance, 6) 21
health maintenance organizations, 7) contributory short and long term
disability program, 8) 18/36 month temporary continued coverage medical
and dental (18 for employees/36 dependents), 9) retiree life/medical
insurance program and 10) 401(k) savings plan. The system provided must
interface with the following hardware and software currently owned by
the Employee Benefits Branch: networked IBM-compatible pentium
computers (currently 20) with both Windows 95 and Windows 3.1, and
Novell 4.10. Also, the system provided must interface with other
systems within and outside of the Department of Defense as follows (all
transfers are electronic): 1) one-way transfer from NAF Financial
Services to Employee Benefits Branch, 2) one-way transfer from a
database, the Defense Civilian Personnel Data System (DCPDS), 3)
one-way data transfer from the Employee Benefits Branch to insurance
carriers, 4) a one-way data transfer to the IRS via bulletin board, 5)
one-way transfer to a contracted actuarial firm, 6) financial
administration division. The system must be able to provide a microfilm
index of records location. It must also be able to provide calculations
on many of the fields within the software system and provide various
documentation (including letters, reports, certificates, invoices and
statements). This is not a solicitation. Responses from this synopsis
must be received not later than close of business 30 days from the date
of this synopsis, and must include company name, address, telephone,
fax number, point of contact and product brochures on current industry
trends for benefits software. Specifically, any descriptive material
concerning the aforementioned services, or any current industry
products or trends, would be appreciated. Information submitted will
not be returned unless it is clearly marked "TO BE RETURNED" and a
