This is a combined synopsis/solicitation prepared in accordance with the format in FAR 12.6, as supplemented with additional information. This requirement is for the acquisition of: One (1) Visibroker for Java (ver. 1.2, including development, runtime for Solaris 2x and server software) or equal; One (1) Compaq Webserver or equal, w/Dual 200 mhz CPU w/128k RAM, 8 GB harddisk, Internal Tape Drive, NT 4.0, 10/100 NIC card, and UPS; One (1) Sun Sparc Enterprise 4000 or equal, w/two (2) dual 2500A System boards, two (2) dual 2500A CPU modules, 512 kb cache, four (4) 7022A 256 Memory modules = 1012 MB memory, one (1) 2610 E4000 standard I/O board, one (1) 1059A 100mb NIC, two (2) X595A fiber channel module, one (1) 5161A 4.2 GB Disk Board, one (1) CD ROM drive, one (1) tape drive, one (1) Solaris O/S ver. 2.5.1, one (1) 75.6 GB storage array. All items must be certified as being year 2000 compliant. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The invitation for bid number is EME-97-IB-0074. The IFB and incorporated provisions and clauses are those in effect through FAC 90-46. This procurement is unrestricted. The applicable SIC code is 5045 with a size standard of 500 employees. It is anticipated that a firm-fixed price contract will be awarded as a result of this solicitation. Award shall be made on an all or none basis. All items are to be bid FOB destination to FEMA, Mt. Weather Emergency Assistance Center, Bldg. 429, 19844 Blue Ridge Mountain Road, Bluemont, VA 20135 with 30 calendar days after award. The provisions at 52.212-1 Instructions to Offerors-Commercial and 52.212-4 Contract Terms and Conditions-Commercial Items apply to this solicitation. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. If offering other than the specified units and configurations, submission of descriptive literature is requried. Descriptive Literature shall be provided which details the characteristics of the products offered and explains their operation such that the offeror proves that the items being offered meet the Government's minimum requirements and that the equipment offered is capable of functioning as intended by the Government. The purpose of this requirement is to establish exactly what the offeror is proposing to furnish. The descriptive literature will be evaluated to the extent of determining, prior to award, whether the products offered meet the Government's minimum requirements. Failure of an offeror to furnish descriptive literature with their bid will result in their bid being considered non-responsive. The due date for receipt of bids is August 25, 1997, at 2:00 p.m. local time. Bids are to be delivered to: FEMA, National Emergency Training Center, Procurement, Bldg.
