(315) 330-4420. This is a thirty-six (36) month effort to provide
engineering and technical support for accomplishing intelligence data
handling, reconnaissance exploitation, electronic warfare, mapping and
charting, and lectronic Parkway, Rome NY 13441-4515. Appointments for
access may be made by contacting Arlington F. Harrer, A/C (315)
330-4420 at least forty-eight (48) hours in advance. The library
contains technical data subject to export control. Prior to review,
potential offerors must submit a copy of an approved DD Form 2345,
"Military Critical Technical Data Agreement", along with a letter from
the Data Custodian designated on that form, authorizing access by
whomever will be reviewing the library, to ATTN: Arlington Harrer, Rome
Laboratory/IRDD, 75 Electronic Parkway, Rome, NY 13441-4115, or faxed
to his/her attention at 315-330-2529. Source selection will be based on
offerors proposal to the umbrella Statement of Work. A sample task will
not be included with the RFP. The solicitation is NOT classified.
Request for Proposal will be available electronically on the World Wide
Web. Go to the Rome Laboratory Home Page at the following Internet
address: http://www.rl.af.mil. Select "Business Opportunities," then
select "Local Business Opportunities." An Ombudsman has been appointed
to hear significant concerns from offerors or potential offerors
during the proposal development phase of this acquisition. Routine
questions, such as clarifications of the Statement of Work or the terms
and conditions, are not considered to be "significant concerns" and
should be communicated directly to the Contracting Specialist, Joseph
L. Facciolo, 315-330-4981. The purpose of the Ombudsman is not to
diminish the authority of the contracting officer or program manager,
but to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. The Ombudsman should only be contacted with issues
or problems that have been previously brought to the attention of the
Contract Specialist/Contracting Officer and could not be satisfactorily
resolved at that level. All requests must be addressed to the attention
of the Contract Specialist, Joseph Facciolo, reference the Code
I-8-4301, and contain the respondent's Commercial and Government Entity
(CAGE) Code. No telephone requests for the solicitation will be
honored. All responsible sources may submit a proposal in response to
