intends to issue a Sole Source order to Instituto Superiore Di Sanita,
Rome, Italy (Drs. Riccardo Capocaccia & Arduino Verdecchia) to obtain
estimates of cancer incidence and prevalence on the state level in the
U.S. A statistical method for estimating chronic disease incidence and
prevalence from mortality and patient survival data has been developed
by researchers from the Instituto Superiore Di Sanita In Rome, Italy.
This method has been applied to study cancer morbidity trends at the
national level in Italy. The aim of this project is to perform a pilot
study oriented to take careful modeling for selected cancer sites
(i.e., female breast, prostate, and male and female colorectal
cancers), geographic areas (i.e., California, Louisiana, Minnesota, and
New Hampshire), and for validating model estimates with respect to the
observed incidence and prevalence figures provided by cancer
registries or from other sources. Drs. Ricardo Capocaccia, Arduino
Verdecchia are leading experts in the development of the methods and
application for estimating disease incidence and prevalence. They have
an extensive list of published work in this area, appearing in major
statistical and epidemiologic journals. A search of the relevant
literature has indicated that the method which will be used in this
pilot has not been used in the United States. Thus, the expertise and
experience of these investigators, is essential to the success of this
pilot program and the continued use of the method by the Government.
The contractor(s) will also develop and deliver a software program
which will be used by the Government. Education in the use of the
software and method for furture studies by Government researches is
also part of this pilot. This is not a request for quotes vendors who
believe they can meet the Government requirement may submit their
qualifications. The submissionmust be in writing and must contain
sufficient detail so that a determination can be make regarding meeting
the Governments requirements. The submission must be received by the
