INFORMATION: The purpose of this Request for Information for helicopter
leasing services is to identify potential suppliers and costs of
helicopter services to perform services currently conducted by the
existing Air Force operated UH-1N fleet. This information will be used
to support the UH-1N Helicopter Upgrade/Replacement Analysis of
Alternatives, which is on an aggressive study schedule. Responses for
two different leasing options are requested. The first is a wholly
contractor operated option (e.g. contractor supplies helicopter, crews,
and maintenance). The second is a lease of helicopters and maintenance
support, with the Air Force continuing to supply the crews.
Respondents should supply personnel holding appropriate security
clearances, have experience in providing helicopter services, be able
to provide helicopters and crews, and be able to maintain the
helicopters and support equipment. Generic requirements are to provide
all weather, day/night transportation of government designated
personnel and equipment. The proposed leasing options must be
compatible with existing Air Force operations, including procedures,
facilities, and communications capabilities. These options are
envisioned to provide complete replacement for the services provided by
the UH-1N fleet, deployed at several locations. These locations include
Andrews, Minot, Malmstrom, F.E. Warren, Vandenberg, Eglin, Hurlbert,
and Fairchild Air Force Bases. One overseas location, Yokota AFB, Japan
is also included. For the Air Force crewed option, Kirtland AFB, at
which a training squadron is maintained, is also included. Helicopters
and crews will support nuclear weapon convoy escort and emergency
security response force insertion at three Intercontinental Ballistic
Missile (ICBM) wings. Operations under hostile fire may occur and
assured support for these situations is required. In addition,
helicopters and crew will transport personnel and cargo as designated
by the government. This includes transport of civilians and other
personnel in the National Capital Region, as well as other locations.
A portion of the capability must be maintained on alert status and be
able to respond immediately to Air Force needs. The helicopter support
concept must be capable of providing responsive and reliable support
for 20 years. THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS MERELY A
REQUEST FOR ROUGH ORDER OF MAGNITUDE (ROM) COSTS AND HELICOPTER
PERFORMANCE DATA. A detailed package is available and may be obtained
by contacting Major Steven Negron, Air Force Space Command/DRM at

required to have a DD Form 2345 which may be obtained by calling
1-800-352-3572. All responses must describe the capabilities of the
helicopters envisioned and the crew manning concept. They must also be
in a White Paper format and received no later than 30 days from the
date of publication of this synopsis. The White Paper, including
attachments, is limited to 50 pages or less. No extensions beyond the
30 day limit will be provided. All acceptable responses will be
provided to ANSER, Inc for inclusion in the Analysis of Alternatives
report being written for Air Force Space Command. Suggested topics to
address for each leasing option are costs, system description, range,
speed, endurance, passenger and weight payloads, crew manning and alert
concept, survivability to hostile fire (7.62 mm ball ammo and
countermeasures for Man Portable Air Defense missiles), navigation and
communications capability, all weather capabilities, mission capable
rate, and facilities impacts. As a baseline for comparison purposes,
request costs be provided in Base Year 1998 dollars. Responses that
indicate insufficient capabilities will not be considered further.
Acceptable respondents will be notified and briefings to the government
