62645079@eln.attmail.com. The National Park Service, Southeast Regional
Office, Atlanta, GA, is seeking qualified Architectural/Engineering
firms or organizations to provide design services for its Parks located
in AL, FL,GA,KY,LA,MS,NC,SC,TN, San Juan,PR and USVI under an
Indefinite Delivery Contract for various architectural, historic
architectural, historic preservation, new construction, engineering,
landscape architectural design and/or research and planning projects.
The contract will require that the selected firms be capable of
providing and managing a multi-disciplinary team from within the firm
or in conjunction with sub-consultants. Design services shall include,
but not limited to: (A) Title I Services; site analysis studies,
program planning, site planning, preliminary design, schematic design,
design development, preliminary drawings, design analysis, preliminary
cost estimates, analysis/assessment of existing conditions and other
Title I services: (b) Title II Services preparation of construction
specifications and working drawings and preparation of construction
cost estimates for preservation, restoration, stabilization,
rehabilitation and new construction; and (c) Title III Services;
construction observation, review of submittals, site visits,
consultation services during construction, and preparation of
operations and maintenance manuals; and (d) Preservation planning
reports, cultural landscape reports, historic furnishing reports, paint
and material analysis and other as required by specific resources.
Required primary disciplines include historic architecture,
architecture, historic landscape architecture,and engineering,
sanitary, mechanical, structural and electrical). Secondary support
disciplines include geotechnical engineering;surveying,hazardous
materials testing, handicapped accessibility, security/fire detection,
material analysis and building code compliance. All work preformed
under including utilization of environmentally sensitive and
sustainable products and procedures, and must meet the requirements of
all applicable laws and regulations, particularly the National
Environmental Policy Act, The National Historic Preservation Act and
The Secretary of the Interior Standards. Specific evaluation criteria
in descending order of importance are as follows: (1) Professional and
technical expertise of the firm, staff and professional consultants
proposed for this contact. Particular emphasis will be place on
demonstrated knowledge and experience in preservation architecture
including preservation technology, field documentation, preparation of
historic structure reports and historic structure assessment
registration; working and designing for historic preservation and new
construction in the Southeast Region, complying with federal, state and
local codes and regulations. (2) Specialized recent experience and
demonstrated competence of the firm(s) consultants and staff in the
design of facilities that impact and aesthetically compliment the
cultural and natural environment. Particular emphases in the place
onprojects that reflect indigenous architectural themes and sittings to
minimally impact environment. Particular emphasis will be placed on
projects that demonstrate successful integration of the "The Secretary
of the Interior's Standards for the Treatment of Historic Properties"
for preservation, rehabilitation, stabilization, restoration and
reconstruction of historic properties. Furthermore, emphasis will be
placed on familiarity with the principles of sustainable design, new
construction and similar project experience demonstrating the sensitive
integration of natural and cultural resources. (3) Demonstrated ability
to work and communicate effectively with a multi-faceted client, such
as the NPS, which is comprised of groups located in different
locations. Indication should be provided as to how communication will
be conducted and facilitated between the NPS design and contracting
office and the on-site project manager and representatives of the
Southeast Regional Office in Atlanta, GA (4) Capacity to perform a
variety of projects within the desired time schedule and within
available funds. To receive full consideration applicants must
completely address each criteria. The firm should have CADD
capabilities. The contract will consist of base period with four option
periods, each period not to exceed one year for a total of five years.
Total of Delivery Orders NTE $100,000,000. and no individual Delivery
Order NTE $500,000 for the period. The total amount of the contract
over a 5 year period may not exceed $2,500,000. However, a minimum of
$5,000. is services is guaranteed. The Government reserves right to
make multiple awards. Large contractors will be required to submit
sub-contractors plan in accordance with FAR 52.219-9 as part of a
Request for Proposal package. Submission of SF-254 and SF-255 is
required for the prime firm along with submission of SF-255 for EACH
consultant. (SF-254 is required even if it is currently on file). Firms
desiring to be considered are required to submit by 4:00 PM August 30,
1997. Failure to submit both SF-254-SF-255 will be render the
submission unacceptable. Facsimile copies will not be accepted.
Pertinent factors for consideration of qualifications, listed in order
of importance are: (1) Professional qualifications necessary for
satisfactory performance and required services.(2) Specialized
experience and technical competence in the type of work required. (3)
Capacity to accomplish the work in the required time. (4) Past
performance on the contracts with the Government agencies and private
performance of the contract with the Government agency private industry
in terms of cost control, quality of work, and compliance with
performance schedules. Applicant are required to include a list of
three references with telephone numbers and names of contact persons
with their submittal, and (5) Location in the general geographical area
of the project and knowledge of the locality of the project. Preference
for location is in the following descending order: (a) Local
(b)In-State Firms and (c) Out-of State Firms. This is unrestricted. The
SIC Code is 8712. Small Business Size Standard is $2.5 million. THIS IS
NOT A REQUEST FOR PROPOSALS. Concerns which have held prior AE
contracts within the past five years in the Southeast Region will not
