an approximate date. This is a justified sole source requirement to
Dayton T. Brown, Inc., Church Street, Bohemia, Long Island, NY 11716,
for revewal of on-site preventive maintenance (PM) and remedial
maintenance (RM) at McClellan AFB, CA for hydraulic pump/motor
automatic test stands to include periodic inspections, all emergency
calls, and the replacement of standard parts, in accordance with
Technical Proposal GSL 95-1057D for a basic contract plus two (2) three
(3) month options. The Government does not possess technical data.
Support will be provided via telephone modem and on-site work at
McClellan AFB. Hardware covered will be all Dayton T. Brown, Inc. test
equipment and the central computer network currently installed.
Telephone modem support will include the modification/upgrade of
software, assistaing technicians in development of programs, and
assisting maintenance technicians in troubleshooting/repair of test
equipment. Telephone/modem support will consist of 176 engineering
manhours at Dayton T. Brown, Inc. On-site support will consist of eight
(8) weeks (40 hours per week) up to 8 trips at McClellan AFB, CA.
On-site support trips will include inspection of test equipment,
assistance in program development/verification of new test procedures
on the test equipment, maintenance assistance on the test equipment,
and requested additional operator training on the test equipment. The
contractor shall perform nonpersonal service to include all labor,
tools, parts, materials, facilities and transportation. FOB destination
is required. Period of Performance: 97 SEP 01 through 98 FEB 28, six
months. This is an "all or none" requirement. Descriptions, quantities,
locations are based on the best available data at the time. Actual
solicitation requirements may differ. The approximate issue/response
date will be 04 Aug 97. The anticipated award date will be 29 Aug 97.
Written procedure will be used for this solicitation. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. Authority: 10
U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are
available from only one or a limited number of responsible source(s)
and no other type of supplies or services will satisfy agency
requirements. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
