The US Army Communications and Electronics Command intends to procure through a non-competitive negotiation, technical and engineering services in support of the AN/TPQ-36 and AN/TPQ-37 Improvement Programs, Radar Environmental Simulator (RES), SHORTSTOP, and FIREFINDER Position Analysis System. The proposed contractor for this effort is Malibu Research Associates, Inc. of Calasbasas, CA. The Government does not possess the required expertise. Only Malibu Research has the appropriate previous technical engineering support experience in providing studies, analyses and evaluations for the FIREFINDER AN/TPQ-36, AND AN/TPQ-37 weapon locating radar programs. The requisite engineering tools, RES Test Simulation, knowledge of Weapon Locating Radar Software and Hardware and historical data base is only available from Malibu Research Associates. Malibu is the only independent source with the unique knowledge and data base capable of upgrading these systems that require a working knowledge of the Radar Antenna hardware and software interaction. A solicitation will be issued for a 5 year Time and Materials contract under the authority of 10 U.S.C. 2409(c)(1) as implemented by FAR 6.302-1(b)(1) "Only One Responsible Source."
