301-619-3023 The Naval Medical Logistics Command has a requirement for
159 Dental Highspeed Optic 45 Degree Surgical Handpiece and Pushbutton
Replacement Turbine and 53 Autoclaveable Spray Lubricants, with
options for an additional 100 handpieces and replacement turbines and
autoclaveable spray lubricants. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only Request for Proposals under Solicitation N62645-97-R-0039; A
WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-46. SIC is 5047, size standard of 500
employees. The equipment is required to be new. The Navy contemplates
award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity
contract for a minimum of 159 handpieces and replacement turbines and
53 autoclaveable spray lubricants and a maximum of 259 handpieces and
replacement turbines and 153 autoclaveable spray lubricants. The
handpiece shall be a 45 degree surgical handpiece to be used for high
speed cutting, drilling and bone sculpting. The handpiece shall have
the following nominal dimensions: (1) Length not longer than 5.25
inches (2) Diameter 9/16 inch (3) Weight not greater than 2.1 ounces.
The handpiece shall operate on dry filtered air or nitrogen at an
operating pressure of 32 psi to 40 psi. The handpiece shall fit any
standard handpiece fittings: 2, 3, or 4 hole, or fiber-optic 5 hole.
The handpiece shall have fiber-optic elements positioned under the head
of the handpiece that provide illumination of the operating field while
eliminating shadowing of the bur and chuck. The handpiece shall
maintain speeds of 400,000 to 500,000 RPM at 40 psi and have a minimum
stall torque of .195 in oz. The handpiece shall be fully steam
autoclaveable and constructed of medical grade stainless steel. It
shall not require disassembly prior to or during autoclaving. The head
of the handpiece shall be stationed at 45 degree angle to enable the
dentist to have complete access to impacted third molars. The handpiece
shall have an integral irrigation line directed on the cutting area.
The user shall be capable of turning the irrigation off or on. The
handpiece shall employ a push button bur release assembly for inserting
and releasing burs from the turbine. 43The turbine shall be field
replaceable. The turbine shall be capable of holding standard friction
grip type burs. MANUALS: Two operators manuals and two service manuals
shall be provided with the product. The service manual will include all
specifications, installation, maintenance and parts replacement
instructions, troubleshooting information and a complete list of all
repair parts cross referenced to an illustrated parts breakdown.
Provisions at FAR 52.212-1, Instructions to Offerors -- -Commercial
Items, applies to this acquisition with the exception of (d), (h), and
(i) of the clause, which are RESERVED. FAR 52.212-2, Evaluation
Commercial Items, is applicable to this acquisition. Evaluation factors
are as follows: Proposal evaluations will be based on technical and
price. Technical acceptability will be evaluated on the submitted
documentation addressing compliance for each SOW paragraph stated
above. The support proposed pricing, the offeror shall include copies
of published commercial price list, or other documentation setting
forth the prices charged to the general public. The Government will
award a contract based on; 1) Determination of technical acceptability
of items offered, and (2) Determination that the proposed price is
fair and reasonable. Offeror shall include a completed copy of
provision at FAR 52.212-3, Offeror Representations and Certifications
Commercial Items, with their offer. Offeror shall include a completed
copy of provision at DFARS 252.212-7000, Offeror Representations and
Certification Commercial Items. Addenda to this provision includes
DFARS 252.225-7000, Buy American Act-Balance of Payments Program
Certificate; 252-225-7006, Buy American Act-Trade Agreements-Balance of

Required to Implement Statutes Applicable to Defense Acquisition of
Commercial Items, applies to this acquisition. In compliance with said

of Supplies by Sea. CLINs shall be ordered by issuance of delivery
orders. Such orders may be issued from date of contract award through
a five year contract period, or until the time the Government has
issued delivery orders totaling the maximum quantity. All delivery
orders are subject to the terms and conditions of the contract. In the
event of conflict between a delivery order and the contract, the
contract shall control. There is no limit on the number of delivery
orders that may be issued. The Government may issue delivery orders
requiring delivery to multiple locations. All items will be delivered
FOB destination. Contractor shall furnish to the Government the items
specified up to and including the quantity designated as the "maximum".
Government shall order at least the quantity of items designated as the
"minimum". At contract award the minimum quantities shall be delivered
within 90 days. The delivery requirements for additional deliveries
shall be within 30 days after issuance of delivery orders. All delivery
orders shall contain the following information: Date of order; Contract
number and order number; Item number(s) and description, quantity, and
unit price; Delivery date(s); Place of delivery (including consignee);
Packaging, and shipping instructions (if any); Accounting and
appropriation data; Payment office and address. Proposals are due to
