This modifies the June 13, 1997 synopsis of this requirement which contained a proposal closing date of July 25, 1997. The solicitation is now expected to be available the last week of August or first week in September 1997. The solicitation will provide at least 30 days for offerors to respond and will contain instructions for participation in a pre-proposal conference and site visit. The technical factors for evaluation listed in the initial announcement have been revised to delete financial capability. However, that factor will be considered part of the cost/price proposal submission.
