The Naval Air Warfare Center Aircraft Division is seeking potential sources for the following requirement. The Atlantic Ranges and Facilities at the Naval Air Warfare Center Aircraft Division (NAWCAD)located at Patuxent River, Maryland has a requirement for technical and non-technical support services. Specifically, the mission of the Atlantic Ranges and Facilities Department at the Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, Maryland is to provide the people, skills, knowledge, processes, facilities, and equipment required to provide safe, instrumented, controlled indoor and outdoor, flight and ground testing/training services in the air, land and sea arenas. This includes design, development, operations, maintenance, and configuration management of ranges, test facilities, instrumentation, simulations, stimulation labs and certification of range and facility personnel. The effort, which will be defined in a Performance Work Statement (PWS), requires both non-technical and specialized technical and engineering capabilities. The effort involves the Atlantic Test Ranges, Real Time Telemetry Processing, Scientific and Engineering Analysis and the Aircraft Combat Environment Test and Evaluation Facility (ACETEF). The Atlantic Test Ranges designs, develops, integrates, installs, maintains and operates all test range instrumentation, fixed and mobile targets, communications and digital data gathering and handling equipment. The Real Time Telemetry Processing System designs, develops, integrates, installs, maintains and operates telemetry systems and related subsystems for real-time and post-flight presentation of test data at both central and remote sites. The ACETEF is responsible for managing and executing operations in support of test project teams and performance of the ACETEF development activities. The Scientific and Engineering Analysis support coordinates and executes data reduction, analysis for projects/programs, and systems developed within and external to the Department. The services required are in support of the above efforts. These services are currently performed by the Government and a cost comparison will be conducted, under OMB Circular No. A-76, Commercial Activities Studies, to determine the most cost effective mode of operation. Interested parties are requested to submit a brief statement demonstrating their capability to perform the services listed above. Replies are limited to a maximum of three pages.
