This procurement is unrestricted; all responsible sources may submit a
quotation. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a separate written solicitation will not be issued.
Solicitation number M6220497Q0070 applies and is issued as a Request
For quotation. This solicitation is for the rental of 5 EA tanks from
1 Oct 97 thru 30 Sep 98; and 1 EA tank rental from 1 Oct 97 thru 31 Mar
98. Tank Specifications are as follows: (a) Closed-top tank with two
openings and gauge. (b) Steel ladder and railed catwalk for access to
top of the tanks. (c) Tank capacity of 21,000 gallons/500 barrels. (d)
Fitted with bottom 4" valves with screw flange connection at each end
of tank. (e) Tanks shall be able to receive wastes between ph of 2.0
and 12.5. (f) All necessary piping needed toattach to the storage tanks
shall be contractor provided. Contractor shall provide hook up and
tie-in. (g) Contractor shall be responsible for all repairs or
replacement of their tanks due to normal use, and shall include parts,
labor and transportation cost. (h) Contractor shall make necessary
repairs and replacement of tnaks within 48 hours after notification by
the Contracting Officer or his duly authorized representative. (i) The
Government will be responsible for pumping the wastewater from the
tanks when necessary and disposing of it through Government channels.
(j) The Contractor shall be responsible for all mobilization and
demobilization costs. Upon expiration of this contract, the Contractor
shall clean the tanks at their expense assuring they are free from any
hazardous materials prior to transport. Any sludge and wastewater
residue associated with final cleaning will be disposed of as follows:
(1) The Government will analyze residue in the tanks in order to
determine disposal requirements. (2) Non-hazardous wastes shall be
disposed of by the Contractor. (3) Hazardous wastes will be disposed of
through the Government's hazardous waste disposal system. The
contractor shall containerize the waste in Government provided
containers and transport the containers to a Government storage
facility as designated by the Contracting Officer. The contractor shall
identify the containers in accordance with EPA DD40 and local statutes.
(4) Demobilization and tank cleaning requirements shall be performed on
a one time basis. The requirements will be exercised as an option
available to the Government 15 days prior to the expiration of the
contract. (k) The tanks are to be delivered to and installed at the
Marine Corps Logistics Base, Barstow, CA. All responsible sources may
