synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subparts 12.6 and 13.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation to be issued; proposals are being
requested and a written solicitation will not be issued. The
solicitation number for this Request for Quote is N00244-97-Q-5227 and
closes on 8/20/97. This solicitation and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 46.
This solicitation is issued on an unrestricted basis for the
Lease/Rental of lodging facilities in accordance with statement of work
specifications for use by Puget Sound Naval Shipyard (PSNS) personnel.
(Items 1-5 for Curts): Item 0001; Lease of 33 lodging facilities for
80 days for period commencing Aug. 24, 1997 through November 7, 1997.
Item 0002; Lease of 7 lodging facilities for 67 days for period
commencing August 24, 1997 through October 1997. Item0003; Lease of 6
lodging facilities for 61 days commencing August 24, 1997 through 24
October 1997. Item 0004; Lease 16 of lodging facilities for 54 days for
period commencing 24 August through 17 October 1997. Item 0005; Lease
of 9 Lodging facilities for 47 days for period commencing August 24,
1997 through October 10, 1997. (Items 6-8 Mckee): Item 0006; Lease of
3 lodging facilities for 40 days for period commencing August 24, 1997
through October 3, 1997. Item 0007; Lease of 1 lodging facility for 63
days commencing August 24, 1997 through October 26, 1997. Item 0008;
Lease of Lodging facility for 27 days for period commencing August 24
through September 19, 1997. (Items 9-10 for Dolphin). Item 0009; Lease
of (4) lodging facilities for 45 days for period commencing August 24,
1997 through October 08, 1997. Item 0010; Lease of 22 lodging
facilities for 41 days for period commencing August 26, 1997 through
October 08, 1997. Statement of work/Specifications: 1) Minimum size of
living area is 700 square feet,excluding the bathroom/facilities area.
2) Rooms must provide "quality of life", sanitary living conditions. 3)
Minimum furnishings are one queen size bed, two pillows, one blanket,
one bedspread, one dresser, one comfortable chair, closet or clothes
hanging space, a table or desk suitable for writing, adequate lighting
such as one large overhead light and a table lamp. 4) Private bath
with shower, tub toilet and sink, a shelf/shelves for toiletries and
continuous hot water, (to be free of rust, cracks, etc., in the
porcelain and surrounding area). Ceiling must be free of damage
(cracks, breaks, etc.). 5) Clean carpeted rooms. To be free of insects,
dirt, etc., to be shampooed at least every 6 months or less and
vacuumed by daily housekeeping services. 6) Room must have a clean,
sanitary odor. 7) Color television in good operating condition. 8)
Independently controlled air conditioning/heating system in good
working order. All units must be securely attached to wall, floor, etc.
Be clean, electrically safe and inspected on a regular basis. If unit
is a wall unit there should be draft/gap in the surrounding area where
it's installed. 9) Door with chain lock or dead bolt which must be
securely fastened to the wall/door frame. 10) Minimum change of linen
supply to be weekly or bi-weekly or upon change of occupancy, whichever
comes first. 11) twenty-four (24) hour telephone service with local
calls free of charge. 12) Answering machines and daily mail service.
13) Laundry service available within the apartment or apartment
complex. 14) Adequate safe parking (at no additional cost). 15)
Location of the apartment to be within a 20 miles, traveling main
routes of the 32nd Street Naval Station, San Diego, CA 92136. 16) Check
in time must be no later than 3:00 p.m. Puget employees are assigned
one per room and afforded access to all facilities as regular guests.
17)Contract is sales tax exempt. 18) Term of contract will not be
altered without concurrence of Puget Sound Naval Shipyard, Code 610.13,
with appropriate modification to the contract from the Contracting
Officer at FISC SD. 19) All rooms shall be essentially identical. 20)
All rooms require a kitchen area with pots and pans and cooking
utensils, a full stove/oven with cooktop; full efficiency; a microwave
oven, and refrigerator. Studio apartments may be deemed acceptable
pending availability of one bedroom units. 21) All rooms require a
smoke detector and/or sprinkler system in operating condition. A
current fire inspection certificate must be posted. 22) All electrical
outlets are to be in place and firmly attached to the wall. A minimum
of three grounded outlets and no use of extensions cords, to prevent
hazardous, unsafe conditions. Inspections and acceptance of the
apartment complex will be done by the contracting specialist/officer or
PSNS Beach administrator. Puget employees assigned to each apartment
are responsible for all long distance phone calls, room service,
damages, pets and dependents. Should the contractor elect to provide
these additional services,the basis thereof and charges for such
services are strictly between the contractor and the employee. The
following clauses and provisions are applicable and hereby incorporated
into the solicitation by reference in lieu of being checked and will be
provided by the contracting officer in full text upon request. FAR
