Solicitation with Specifications: Peterson Air Force Base will be
issuing a new Simplified Acquisition of Base Engineering Requirements
(SABER) for the following geographic locations in the state of
Colorado; Colorado Springs Area (Peterson AFB and Cheyenne Mountain
AS), Falcon Area (Falcon AFB), and Denver Area (DFAS Complex and
Buckley AFB). The proposed SABER Acquisition is being considered for
100 percent 8(a) Set-Aside. Section 8(a) contractors should, as early
as possible, but no later than 15 days of this notice, indicate
interest in the acquisition by providing evidence of eligibility as an
8(a) Contractor. The rough draft solicitation package will be issued
on 3 1/2 inch disk(s) (Microsoft Word -- Version 6.0), and will be
available for any contractor who is interested by 18 Aug 97. Note: No
hard copies of the solicitation package will be provided. General
information on the SABER acquisition: The subject acquisition is for a
broad range of maintenance, repair, and minor construction work on
real property. The work is required in support of each individual Base
Civil Engineer (BCE) activity. Contract award(s) will be based on
"Best Value" for that individual geographic location. There are three
geographic location's; Colorado Springs area (Not to exceed $8.5M, min
guarantee of $87.5K), Falcon area (Not to exceed $10M, min guarantee
of $100K) and Denver area (Not to exceed $12.5M, min guarantee of
$125K). The total estimated value for all three areas is not to exceed
$31M, min guarantee of $312.5K. The contract(s) will be an indefinite
delivery-indefinite quantity type contract and will include a wide
variety of individual construction tasks as identified in the Unit
Price Book (UPB) -- MEANS Software, which will be provide by the
awarded contractor(s). During the contract period(s), the Civil
Engineering Activity will identify construction tasks required to
complete each specific job, and the Operational Contracting Office for
that area will negotiate and issue individual delivery orders to the
contractor to complete those jobs. The awarded contractor(s) will be
required to furnish all materials, equipment, and personnel necessary
to manage and accomplish the projects, and maintain a
management/project office for all awarded sites in order to receive
delivery orders and provide other management services related to
accomplishing individual jobs. Individual jobs will vary in size and
complexity. Delivery order minimum is $2,000, maximum $500,000. The
jobs will include tasks in a variety of trades, including carpentry,
road repair, roofing, excavating, interior electrical, steam fitting,
plumbing, sheet metal, painting, demolition, concrete masonry, welding,
