Thomason, Contracting Officer The Government has a requirement to
document the extensive papers, presentations, findings, issues, and
process of the 1997 SCUD Hunting conference that was held at the
Sparkman Center, Redstone Arsenal, AL on 24-26 June 1997. The
contractor shall compile conference generated resources to include
presentations, papers, notes, conference chairman papers, and
attendance roster. The contractor shall interface with conference
briefers and those who proposed presentations but were not on the
agenda in order to obtain related material for inclusion in the
proceeding document. The contractor shall develop an extensive
proceedings document to include all briefers papers and presentations.
The preceedings document shall be developed on a CD ROM with graphical
user interface and easy to access sections. The contractor shall use
the Windows 95 operating system to publish a copy for each attendee.
The contractor shall also produce a short conference findings document.
The conference findings document shall includefindings and
recommendations by the conference chariman and the conference session
chairman. The contractor shall publish a copy of the findings document
for each attendee. Other deliverables include the
DI-MSIC-80652-Technical Information Report-SCUD Hunting Conference
Proceedings (CD ROM) and DI-MSIC-80652-Technical Information
Report-Summary of the SCUD Hunting Conference findings and overall
recommendations (Hard Copy) which will be provided to: Virginia
Contracting Activity, Missile and Space Intelligence Center Office,
ATTN:MSO(Mr. Barnett Gamble), Redstone Arsenal, AL 35898-5500 by the
end of the performance period. Period of performance shall be completed
by 30 September 1997. This task requires unique personal
qualifications, background, and expertise in the "SCUD HUNTING" area.
These unique areas of required expertise are 1).Intelligence
preparation of the battlefield(IPB), 2).Surveillance and targeting,
3).Timelines reduction/C3, and 4).Attack operations. A SECRET clearance
is required due to the requuired access and generation of classified
material. Dynetics currently is the only source with the required
expertise in all four areas and possesses the necessary working
relationships with other government personnel working the four areas.
Dynetics will be requested to submit a pricing proposal NLT 18 August
1997. No separate solicitation will be issued pursuant to FAR
13.106-2(a)(2). All responsible sources may submit a proposal which
shall be considered. All proposals shall be submitted by 18 August 1997
