A -- CONTINUATION OF DEVELOPMENT TOWARDS NAVAL SHIPBOARD MACHINERY AND HULL, MECHANICAL AND ELECTRICAL (HM&E) SYSTEMS SOL N61533-94-D-0055/P00008 POC Dawn Fountain, Contract Specialist, Code 3324 (301) 227-5763/Contracting Officer, Renee Cairo-Iocco (301) 227-5818. The Carderock Division, Naval Surface Warfare Center intends to acquire through other than full and open competition, additional support costs (materials and travel) for a continuation of highly specialized engineering, scientific and technical support services directed toward the development and optimization of Naval Shipboard Machinery and Hull, Mechanical and Electrical (HM&E) Systems, including Fire Protection, Damage Control, Refrigeration Systems, and systems and procedures for reduced maintenance with Integrated Systems Analysts, Inc., 2800 Shirlington Road, Suite 1000, Arlington, VA 22206 (Navy Contract N61533-94-D-0055). Subject contract is an indefinite delivery/definite quantity, cost-plus-fixed-fee (completion form) type contracting arrangement that provides for the application of multidisciplinary skills, experience and expertise in Naval ship, ship machinery, and ship HM&E systems related technologies in support of a broad spectrum of Navy programs directed toward research, development, test and evaluation of equipment for immediate and future fleet applications. HP air system modifications are required on ships designated to receive booster pump and filter assemblies needed to recharge Immediately Dangerous to Life and Health (IDLH) Supplied Air Respirator (SAR) equipment recently distributed to the Fleet in FY95-96 and to recharge 4500 psig compressed air cylinders to be used by fire fighters under a FY97 effort to replace the Navy's Oxygen Breathing Apparatuses (OBA) with positive pressure Self Contained Breathing Apparatus (SCBAs) designated as the Fire Fighters Breathing Apparatus (FFBA) for use by firefighters. The FAR cite supporting Other than Full and Open Competition is FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements.
