Box 80126, Bakersfield, CA 93380-0126. The sole source is based on the working knowledge of the NAWS ranges and access/scheduling policy and procedures and knowledge of test and facility locations is absolutely necessary for the contractor to conduct day-to-day operations and visit the sites unescorted. Responsible firms believing they can provide the above effort should submit a written response to the Contracting Officer within 5 days after the date of publication of this notice, clearly showing their ability to do so without compromising the quality, accuracy and reliability of the data or without causing programmatic hardship to the program.
