The Department of Defense, OCHAMPUS intends to make a sole source award to Compliance Automation to acquire non-personal professional services to develop and maintain the OCHAMPUS electronic media, including development of automated software tools utilizing the Adobe FrameMaker Developer Kit and Acrobat SDK, including Exchange and Reader Enabling Tools. The services to be performed are: (1) Streamline/re-engineer and automate the production of OCHAMPUS Manuals (developed under Adobe FrameMaker 5) being disseminated electronically on the WWW utilizing Adobe Acrobat product applications on a Windows NT platform; (2) Streamline/re-engineer and automate the production of the CRAIS CD-ROM containing electronic copies of all OCHAMPUS Manuals (developed under Adobe FrameMaker 4 and 5) utilizing Adobe product applications on a Windows NT platform. First CRAIS will be delivered within 15 working days following award of this procurement and will be dated September 1997; (3) Research, streamline and automate the migration of the other TSO/OCHAMPUS data to the WWW utilizing Adobe product applications; (4) Research the migration of Requests for Proposals and contracts to WWW from SACONS for Windows, manufactured by CACI, Inc., Fairfax, VA, utilizing Adobe product applications; (5) Develop Prototype Migration Plan for migrating from paper products to electronic media; (6) Research and support requirement for access/dissemination of Manual Change Packages in electronic media, via the Intranet, and possibly Internet; and (7) Research and support the implementation of a Baseline Management System. This procurement is conducted in accordance with FAR 6~.302-1, only one responsible source and no other supplies or services will satisfy agency sources.
