Contractor shall furnish all labor, materials and equipment, and shall
perform all services as necessary for the removal, regeneration
replacement and if necessary, disposal of granular activated carbon
(GAC) in the vertical carbon filters used to remove phenolic and
organic compounds from contaminated groundwater in three sites located
at Anniston Army Depot. Primary contaminants in the groundwater are
Phenol, trichloroethylene, dichloroethylene, methylene chloride, and 1,
1, 1 trichloroethane and heavy metals. Eosine, Rhodamine W-T, optical
brightener and fluorescein dyes, which were injected into wells for a
tracing study, may also be present in the groundwater. Each of the
three treatment systems includes a pair of air strippers operating in
series to remove the volatile organic and two vertical carbon filters
operating in series to remove remaining volatile organic compounds and
phenol. Requirements type contract for a base year (01 Aug 98 -- 31
Jul 99) and four one year options for the removaland disposal of spent
carbon as hazardous waste and refilling the six units with new carbon.
Estimated quantity of disposal/regeneration of carbon is 67,200 lbs and
new carbon is estimated at 48,000 lbs per year. This is a 100% small
business set-aside, the size of which is 1,000 employees. Solicitation
will be issued in early February 1998, and will open in early March
1998. All responsible small business sources may submit a bid which
will be considered. Requests for solicitation must be in writing and
