(Site Code DABT63) Sources Sought to staff and operate the
Multifunctional Services of Base Operations at Fort Huachuca, AZ. The
following functions are included GENERAL -- includes administration and
management operations, physical security, safety, quality control and
Government property administration. TRANSPORTATION SERVICES -- Includes
traffic management services for movement of personnel (TDY/PCS); port
calls for overseas travel, travel documents, classify freight, and
ship/receive supplies/equipment in support of the
installation/command/activities/reserve components. TRANSPORTATION
MOTOR POOL -- Includes operation of nontactical wheeled vehicle fleet;
dispatch control, driver testing and licensing, bus services and
provide part time drivers for some of the above services. MAINTENANCE
-- Includes all types of vehicular maintenance; preventive maintenance
and servicing, cost estimates of repairs; some repair of equipment in
the field, limited wood working. SUPPLY AND SERVICES -- Includes
requisitioning, receiving, storing, inventorying issue, and maintaining
formal accountability for all material, supplies, and equipment
(excluding engineer, medical, and aircraft) required to support
units/activities/reserve/ROTC on Fort Huachuca; facility operation and
management of ammunition supply, central warehouse, commodity
management, troop issue subsistence activity, fuel and oil dispensing,
central issue and safety equipment facility; develops, directs,
provides advice, and coordinates logistic functions pertaining to
installation and organizational type property. LAUNDRY AND DRY CLEANING
-- Includes laundry and dry cleaning services for units/activities on
post; reserve and component units in the designated support area and
reserve units training on post; active and retired military personnel
and their dependents; reserve personnel when not on active duty.
HAZMART- Operate a Hazardous Material Minimization Center. Program
provides the installation with a process to generate savings by
reducing hazardous material inventories and avoiding hazardous waste
disposal costs. Focus will be on centralized or single point control
and accountability over the procurement, receipt and issue of hazardous
materials, which includes using the existing Army automated supply
system; resuse of hazardous materials, safe and compliant storage, and
ultimately hazardous waste reduction. Daily operations include: bar
coding and tracking of all hazardous material on the installation,
shelf life extension program, developing Just In Time replenishment
methods, recycling, and providing the installation with data required
to produce Environmental Protection Agency (EPA) report, Emergency
Planning and Community Right to Know Information, using the Hazardous
Inventory Control System (HICS) software. The facilities, equipment,
hardware, and HICS software necessary for the operation of the Center
will be provided by the Government. A Cost Plus Award Fee contract is
anticipated. The estimated magnitude of the requirement is
approximately $30 million. Interested sources should provide a
capability statement to the address below. This statement should
include the following: 1) name and address of firm; 2) size of
business, including annual revenue for SIC code 8744 for entire
business and total number of employees; 3) ownership and control, i.e.
large/small/small disadvantaged/8a/or woman owned; 4) year firm
established; 5) name of two principals to contact, including title and
telephone number; 6) previous experience-include for on-going
contracts or contracts completed within the last five years under SIC
Code 8744; a) name of contracting activity or company; b) contract
number; c) contract type, i.e. firm-fixed price, cost plus, indefinite
quantity, combination, etc; d) period of performance; e) total
contract value including actual costs for past contracts; f) summary
description of contract work performed; g) contracting officer's name
and telephone number; h) contracting officer's technical representative
or primary point of contact, name and telephone number; i) list of
major subcontractors including name, address and telephone number of
primary point of contact; 7) This statement shall discuss your relevant
experience in all areas listed above; 8) discuss your knowledge,
understanding and complaince with Federal regulations and policies
pertaining to environmental health and safety issues and concerns.
Please limit your responses to no more than 20 pages total. The type
should be no smaller than 12 pt pica. A page is defined as one
