S -- S-MARKING OF EXISTING UNDERGROUND UTILITIES SOL F38610-97-QS375 DUE 082897 POC Contact Patricia Garcia 803-566-5155 ext 234 This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular FAC 90-42. This requirement is a 100% set aside for small business. The standard identification code (SIC) number is 7699 and small business size standard is $5.0 million dollars. The contractor shall furnish all plant, labor, materials, equipment, supplies, services and supervision necessary for the Marking of existing underground utilities for Relocation of Overhead Telephone and Cable Television Cable in Military Family Housing at Charleston Air Force Base, South Carolina. SCOPE OF WORK: The work includes, but is not limited to the following: (I) Locate and mark underground utilities including but not limited to; Water, Sewer, Gas, Electric, Telephone, Cable T.V., Base Communications, and Anode Beds for Water line Di-electrics as they relate to the relocation of Cable Television transmission cable and Telephone services from overhead to underground. (A) Mark continuously on ground with assigned permanent paint colors (a copy of the assigned color of markings may be obtained by contacting the number below), the entire service including, but not limited to; main distribution lines, branches and laterals, up to and including individual house services. (1) Locate in it's entirety to a point where the utility is no longer underground, or passes under a permanent structure of building. (B) Mark with wooden stake measuring a minimum of 3-1/2" wide("Flat") and flag with appropriate color vinyl surveyor's flagging. (1) Upon stake or "flat" shall be written the utility type and it's approximate depth, as can best be determined by either, as-built drawings or field detection devices. (2) These markers shall be placed where ever the utility changes direction by more than five degrees from the 180 degree deflection, or every one hundred feet, which ever is to occur first. (3) The utility shall also be marked with "flat" where any change of size or depth occurs, and where the utility changes from distribution to individual service or branch. (II) Protect underground utilities from disruption during relocation of Cable Television and Telephone Services. (A) Work along side installation contractors to insure excavation does not disrupt existing underground utilities. (1) Inform installation contractor's field personnel and supervisor immediately upon recognition of possible disruption of existing utilities. (2) As often as required, point out possible conflicts with contractor's proposed routing and the location of existing utilities to avoid possible disruption of utilities. (III) Report damaged underground utilities resulting from the relocation of Cable Television and Telephone Services. (A) After every precaution has been exercised and the disruption of existing utilities has occurred, immediate repair to utilities will be required, regardless of the time damage is identified. (1) Electrical, Water, and Sewer disruption shall be responded to within 2 hours of disruption and repairs made immediately. (2) Gas disruption shall be responded to within 1 hour of disruption and repairs made immediately. (3) Telephone & Cable Television disruptions shall be repaired by the appropriate contractor within their respective time frames, unless the utility is damaged by the mismarking or non-marking of the underground utility by this contract. (B) Any disruption of utilities due to the mismarking or non-marking of the individual utility by this contract will be the responsibility of this contractor to repair in the above given time frame, at no cost to the government. (1) The marking contractor is allowed three feet of variance of location from the actual location. To be determined by the contracting officer to be within 1.5 feet or 18 inches from the centerline in either direction. (2) Any utility found to be actually further than 18 inches or 1.5 feet away from marked location as measured from the centerline of marked location to edge of actual location shall be the responsibility of this contractor. Any damaged utility found to be within 18 inches or 1.5 feet from the marked location to the edge of the actual location shall become the financial responsibility of the party or parties who actually damaged the utility. (C) Any damage to an existing Government owned Underground utility that has not been reflected on any drawing, map or other referenced document will not be the responsibility of the contractor to locate and or protect, and will not be held responsible for its repair. COORDINATION: Coordinate with installation contractors to insure that the work site is properly marked for utility relocation, no less than forty eight (48) hours prior to the start of excavation or placing new utility underground. Continuously check to insure markings have been made during installation process and that installing contractors thoroughly understands the type and depth of utilities marked. When markings on ground can no longer be legible the marking shall be re-accomplished to the point where they can be easily understood. During spring and summer months a great deal of grass cutting is done on base, requiring constant monitoring of marked and flagged utilities due to the removal of paint on the grass, and stakes removed or dislocated because of mowing. The Contractor is responsible to visit the project site to determine actual amounts of work, dimensions, field conditions which affect the work. All work shall be in strict conformance to specifications and drawings. A Pre-bid conference is scheduled for 13 August 1997 at 2:00 p.m. local time at the 437th Contracting Squadron, Bldg 706, 102 Long St, Charleston AFB SC.Installation Contractors will be present at conference to discuss the types and amount of new underground utilities to be installed and other pertinent project items (All information available upon request). All interested quoters should attend this meeting.
