previously-published synopsis, record number 1895PRY0029, issue date
7/25/97. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6 as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. Solicitation number
N00140-97-R-3562 applies and is issued as a Request for Proposal. The
FISC Norfolk Det Phila is soliciting on an unrestricted basis: all
responsible sources may submit a proposal. The requirement is for a
firm fixed price contract for the following line items: Line Item 0001
is a refurbished/repaired A/F37T-10 Noise Suppression System ("Hush
House"), to be installed on an existing concrete foundation at Naval
Air Station (NAS) JRB New Orleans (existing foundation measuring 136'
x 98' is designed for a standard A/F37T-10 Noise Suppression System).
Line Item 0002 is Technical Data (e.g., publications, inventory
records, drawings, etc.) related to the equipment installation and
repair. The Hush House shall be delivered and refurbishment and
installation completed no later than 31 Mar 1998. Delivery is FOB
destination; the price proposed by offerors shall include the cost to
deliver all components of the Hush House. The method of transporting
Hush House components to the installation site is the responsibility of
the contractor. The contractor is required to obtain the required
permits and comply with all state and federal regulations governing the
transporting of materials. The contractor shall provide,
refurbish/repair, install and inspect a AF37T-10 Hush House.
Installation shall occur on an existing foundation at NAS JRB New
Orleans (136' x 98'). The contractor is responsible for furnishing all
labor, equipment and material required to accomplish installation of
a complete, operational Hush House. The contractor shall
install/reconstruct the Hush House utilizing all existing parts and
hardware in the manner originally constructed (or parts and hardware
which are identical in form, fit, function and quality, if refurbished
or replaced), and which ensures the operability of all functions of
the Hush House as originally constructed. The following items, however,
are not minimum requirements for this Hush House: 1) Fire Suppression
System, 2) Type 13 Holdback Fittings, 3) Electrical Power Supply to
Base of Foundation, and 4) Fuel Containment Berm. Specific minimum
requirements are as follows: 1) Noise Suppression System components
replaced shall conform to original configuration and be of identical
quality, 2) suppression components damaged by the contractor shall be
repaired or replaced at no additional cost to the Government, and shall
conform to original configuration, 3) all structural bolted connections
shall be replaced with new bolts, 4) where welding is required, the
process and welder qualification shall be in accordance with nationally
recognized welding code (ASME/ AWS), 5) the contractor shall furnish
and install all additional components that cannot be reused to include
at a minimum: (a) main door rails, (b) thrust stand blocks, (c) panel
angle mounts, and (d) main column haunch plates. The contractor
providing and installing the AF37T-10 Hush House shall meet the
following minimum qualifications: 1) satisfactory experience in the
capacity of prime contractor or subcontractor in at least three prior
AF37T-10 Hush House installations, including provision, installation,
refurbishing/repair and inspection of the AF37T-10 Noise Suppression
Systems, OR 2) disassembly, repair, relocation, reassembly and
inspection of a AF37T-10 Noise Suppression System, OR some combination
of 1) or 2). Experience qualifications shall be submitted as a part of
the offeror's proposal, and shall include a point of contact and
telephone number. The contractor is required to submit a signed
document attesting that it or the subcontractor completing the work
meets the above experience qualifications.Failure to provide such
certification will render the proposal non-responsive. Verification of
certification will be conducted prior to contract award via the
references provided. The following documents apply to work under this
solicitation and resultant contract: Technical Orders 33D4-6-645-1,

#8520545, #8522154. Installation, repair and inspection services will
be performed in accordance with applicable NAVAIR Publications, Air
Force Technical Orders, work specifications as delineated herein,
MIL-STD, and good shop practices where not otherwise specifically
identified. Contractor personnel shall comply with local base fire,
safety and foreign object damage (FOD) prevention regulations. All
publications, inventory records and/or drawings pertaining to equipment
installation and repair shall be forwarded to the Navy upon completion
of the installation. This solicitation and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-37.

exempt under FAR 19.702, they are required to submit a subcontracting
plan for small business and small disadvantaged business concerns to
the PCO with an informational copy provided to the ACO. This
subcontracting plan shall be submitted no later than the date on which
the contractor submits its proposal. The Navy's subcontracting goal
for indicated businesses is 5%. Award will be made to the low price,
responsible offeror whose offer, conforming to the solicitation, is
determined most advantageous to the government. Proposalsin response to
the solicitation must be submitted in accordance with the instructions
set forth in FAR 52.212-1 paragraph (b). At a minimum, proposals shall
include a price proposal on company letterhead or the SF 1449 for the
requested line items showing unit price and extended price. If the SF
1449 is not used, proposals must include a statement specifying the
extent of agreement with all terms, conditions and provisions of the
solicitation. Offerors that fail to furnish required representations or
information, or reject the terms and conditions of the solicitation may
be excluded from consideration. Proposals must also include technical
information, remittance address, subcontracting plan if required,
experience qualifications and a qualification certification as
specified above, completed copies of FAR 52.212-3 and DFARS
252.212-7000 and any warranty, price or discount terms. Copies of
clauses 52.212-3 and 252.212-7000 will be provided upon offeror
request. Responses to this solicitation are due no laterthan 3:00 p.m.,
local (Philadelphia) time, 22 Aug 1997. All offers shall be sent to
