Architect ((860) 521-0752 On or about Thursday, August 7, 1997, the
United States Postal Service, Windsor Facilities Service Office, 6
Griffin Road North, Windsor, CT will issue a solicitation for
construction of a Main Post Office/Postal Retail Store and a Carrier
Annex in Lowell, Massachusetts. Award will be based on Price and
Technical Qualifications as specifically outlined in the solicitation
package. Sealed offers are due on or before Friday, September 5, 1997
no later than 4:00 p.m. EST. The estimated cost for construction of the
Main Post Office/Postal Retail Store is between $1,000,000.00 and
$2,000,000.00. The estimated cost for construction of the Carrier Annex
is between $3,500,000.00 and $4,500,000.00. The contract completion
time for the Main Post Office/Postal Retail Store is two hundred and
seventy (270) calendar days after receipt of Notice to Proceed. The
contract completion time for the Carrier Annex is three hundred and
sixty five (365) calendar days after receipt of Notice to Proceed. All
offers must include a Price Proposal for both buildings and a
Technical Qualification package. There is no predetermined number of
qualified contractors for this solicitation. The USPS will select those
contractors who it feels are the "best qualified" for these projects.
The USPS also reserves the right to limit the number of construction
award(s) to any firm(s) depending upon the capacity of the firm(s),
regardless of the price offer(s). A committee will review the
documentation in the technical qualification package and rate each
contractor on the following factors in descending order of importance:
Similar Construction Experience, Project Management, Financial
Capability, Company Organization, and Quality Assurance/Quality Control
Program. THERE WILL BE NO PUBLIC OPENING OF THE PROPOSALS AND THE
RESULTS OF THE ADVERTISEMENT WILL NOT BE PUBLISHED UNTIL AWARD OF THE
PROJECT(S). There will be a preproposal conference held on Thursday,
August 21, 1997 beginning at 10:00 a.m. at the Windsor Facilities
Service Office, 6 Griffin Road North, Windsor, CT to discuss the
specifics of this solicitation. Prospective contractors are encouraged
to attend this meeting. Work includes, but is not limited to,
providing all materials, labor and equipment required to construct a
16,500+/- square foot Main Post Office/Postal Retail Store on a 2-acre
downtown site (Father Morrisette Boulevard) (steel frame on pile
foundation with masonry skin) AND construct a new 49,100+/- square foot
Carrier Annex on a 7.5 acre site approximately 2.5 miles SE of the Main
Post Office site (Phoenix Avenue) (steel frame on concrete foundation
with masonry and metal panel skin) in Lowell, Middlesex County,
