The Marine Corps Systems Command (MARCORSYSCOM) is conducting a market
research to collect information on petroleum distribution equpiment for
use in a tactical environment. In future operational scenarios,
flexibility and speed will be critical to the success of our force's
capability to refuel its equipment on the move. The major
characteristics and capabilities of this equipment shall include, but
is not limited to the following: ( a) Capability to deliver retail fuel
to ground or aviation vehicles at a flow rate and pressure designed to
optimize the refueling process and minimize time on station, (b)
Capability to issue fuel to multiple vehicles simultaneously via hand
service and or pressure nozzles with standard NATO fittings. The
minimum quantity of issue points required are 8, 12 points are
desirable, (c) The equipment must be capable of interfacing with
Tactical Fuel Systems currently in use, (d) The equipment, by design,
should consist of the smallest and least quantity of components to
facilitate packaging and ease of handling, (e) The distribution
equipment should be capable of being used while in a mobile loaded
configuration, (f) The equipment should be capable of being configured
for use while mobile loaded on military medium or heavy fleet vehicles
(i.e. LVS Mk 17/18/19, M800 and M900 series truck, etc), (g) The
equipment should be capable of being configured for use while loaded
aboard a military trailer, (h) Unless mobile loaded or trailer mounted
by design, no singular piece of equipment should exceed man portable
weigh standards, (I) The equipment should be designed for ease of
maintenance, (j) The equipment should not require any special tools for
maintenance or operation, (k) The equipment should possess human
engineering within its design for safety, (l) The equipment should
require no more than 2 personnel to operate. It is assumed that the
retail customer will handle the service nozzle (self-service style).
Interested companies are requested to submit capability statements,
catalogs, or other published literature that describes the product and
product capability (as a minimum) no later than19 September 1997.
Capability statements/product literature should address the following:
(1) standard commercial agreements that describe the practices in
producing, distributing, and support commercial items, i.e., terms for
warranties, maintenance, packaging, and marking; (2) delivery
schedules; (3) cost estimates; and, (4) business size and status.
