synopsis/solicitation for commercial item prepared in accordance with
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This is a sole source procurement with Bruker
Instruments, Inc. because they are the only firm that can provide an
EPR Analyzer System which automates the throughput of alanine pellets.
The solicitation number is 53SBNB760145 and the solicitation is issued
as a request for quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. This action is being done under Simplified
Acquisition Procedures. The standard industrial classification (SIC)
code is 8826 and the small business size standard is 500 employees.
CLIN 0001: EPR ANALYZER SYSTEM, quantity of one. 1) The EPR Analyzer
System shall be fully capable of performing ionizing radiation
metrology using the Alanine dosimetry system. In addition a) must be
(IBM compatible) computer-driven with software that automatically
processes the instrument measurements to absorbed dose units (in Gray).
b) shall be capable (in terms of software and hardware) of adding an
automatic alanine dosimeter sample changer. 2) Shall have a "table-top"
design (ie, not free standing) with no special environmental
requirements (e.g., must have a non-water-cooled magnet and 110V
electrical requirements). 3) The Electron Paramagnetic Resonance
Instrument shall: a) operate in the X-band microwave region; b) provide
reproducible automatic dosimeter positioning; c) come with a
paramagnetic reference sample with associated software that will
automatically correct for system stability variations; d) have a
sensitivity of 2x10^10 spins per 10 ^-4 Tesla. Delivery will commence
within 30 days after receipt of the order; FOB Destination. This
announcement constitutes the only solicitation and a written
solicitation will not be issued. Interested offerors may identify their
interest and capability to respond to the requirements by submitting a
capability statement. The capability statement must provide adequate
information and qualifications of your ability to provide the requested
system in order for the Government to consider whether to open this
request for competition. However, all capability statements received
within 6 days after date of preparation of this synopsis/solicitation
will be considered by the Government. The provision at FAR 52.212-1,

Terms and Conditions -- Commercial Items, apply to this acquisition.
