knowlesj@offutt.af.mil. Notice of Intent -- Offutt AFB, NE, intends to
negotiate on a sole source basis, under the authority of FAR 6.302,
with Weather Services International (WSI) Corporation. The contractor
shall provide the WEATHERworkstation to include hardware, software, and
licensing agreements. THE WEATHERworkstation (server) software will be
run on existing workstation hardware. WEATHERworkstation Briefer
software will also run on existing workstation hardware. The system
must provide meteorological watch (metwatch) and alert functions, based
on both NEXAR radar imagery and alphanumeric weather data
(observations, forecasts, weather warnings) that can be defined and
custom-mapped by the user. THe WEATHERworkstation's raw data ingest
capability will allow specialized products which are specifically
tailored to the user's needs and/or the meteorological stiuation,
current or forecast. The WEATHERworkstation must continually ingest
radar, satellite, and alphanumeric weather data, run 10-frame loops for
at least 30 individual NEXRAD radar sites, and run other applications
in the background concurrently, all on a mouse-driven, point and click
"windows" platform. THE WEATHERworkstation must have the capability of
archiving all raw weather data for archive, review, case study, and
scenario recreation. THE WEATHERworkstation will tap off an existing
system already installed and in use. Interested vendors who feel they
are capable of meeting the Government's minimum requirements and are
interested in participating in this solicitation shall submit detailed
technical data/descriptive literature of the products they intend to
propose and pricing information within 15 calendar days from the
publication date of this synopsis. Technical data and descriptive
literature must be detailed enough to elaborate the Contractor's
understanding of the Government's requirement. Information received as
a result of this notice of intent will be considered solely for the
purpose of determining whether to conduct a competitive procurement. A
determination by the Government not to open the requirement for
competition based upon responses to this notice is solely within the
discretion of the Government. The Government will not pay for

synopsis, the Government will assume there are no interested or
qualified sources and begin negotiation on a sole source bases with WSI
