synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This notice constitutes the ONLY
solicitation; proposals are being requested and a written solicitation
will NOT be issued. Quotation Number DTRS57-97-Q-80193 is issued as a
Request for Quotation (RFQ). This quotation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. The Volpe Center plans to procure through simplified
acquisition procedures the following computer equipment and software:
1) Apple Power Macintosh Model 4400/200 Specifications for Item 1: CPU:
PPC 603e, Integrated FPU, Integrated Onboard Video, with 32MB of RAM
memory, 2GB Hard Drive with 4MB VRAM video memory, 1.4MB Internal
Floppy Drive, Integrated 10 Base-T interface, 256KB L2 Cache Memory,
12X CD-Drive, 2 PCI slots, Ports: 2 DMA serial, 1 SCSI, 1 Ethernet, 1
ADB, 1 Monitor Port, 16-bit stereo I/O Sound capability, Apple extended
keyboard or equivalent, ADB Mouse, 1 Microphone. -- 6 EA.; 2) Monitor:
15" Multiscan (1024x768) compatible with on-board video & with
integrated speakers and stereo sound cable from MAC to Monitor -- 6
EA.; 3) Pentium Compatibility Card 166 MHZ/8MB DOS RAM, with additional
RAM memory of 16MB for PC board -- 6 EA,; 4) External MODEM with
33.6Kbps rate and 6-ft. compatible cable -- 6 EA.; 5) Printer-Epson
Stylus 600, 3 color cartridges and compatible cable -- 6 EA.; 6)
Ethernet Hub, 8 port 10Base-T with 10Base-T and 10Base-2 Daisy chain
capability -- 6 EA.; 7) Uninterrupted Power Supply (UPS) APC UPS Pro
420 and one (1) 6-slot power strip -- 6 EA.; 8) SOFTWARE: MacOS 7.6.1,
MicrosoftOffice 4.2.1, Speed Doubler 2, RAM doubler 2, Norton
Utilities 3.5, SAM Anti-Virus 4.5, Windows 95. The Standard Industrial
Classification Code for this requirement is 7373 and the Small
Business Size Standard is $18.0M Delivery shall be FOB Destination, 30
days fromaward of contract to U.S. Department of Transportation, Volpe
Center, 125 Munroe Street, Kendall Square, Cambridge, MA 02142. The
provision at 52.212-1, Instruction to Offers -- Commercial, applies to
this acquisition, no addenda applies. The provision at 52.212-2,
Evaluation -- Commercial Items, applies to this acquisition as follows:
Award will be made on an all or none basis. The Government will award
a purchase order resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be the most
advantageous to the Government, price, past performance and other
factors considered, Delivery time will be a deciding factor when
awarding. All Offerors must include a completed copy of the provision
at 52.212-3, Offeror Representations and Certifications -- Commercial
Items. The clause at 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition. The clause at 52.212-5,
Contract Terms and Conditions Required To Implement Statutesor
Executive Orders -- Commercial Items, applies to this acquisition;
additional clauses cited in 52.212-5 that apply to this acquisition

purposes for Minority, Women-Owned and disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Business and Disadvantaged Business Utilization (OSDBU), has a
program to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accountsreceivable financing. The maximum line of credit is $500,000.
