synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Vendors should reference Request for
Proposal (RFP) GS-TFGS-97-1503. The solicitation and incorporated
provisions and clauses are in accordance with the Federal Acquisition
Regulations through Federal Acquisition Circular 90-43. The Standard
Industrial Classification Code (SIC) is 3577. The General Services
Administration (GSA), Federal Systems Integration and Management Center
(FEDSIM) intends to procure on behalf of the Arnold Engineering
Development Center (AEDC), U.S. Air Force, the system components as
described in this notice. AEDC is the U.S. Air Force ground test
facility for avionics and space platforms. The Integrated Logistics
Support Re-engineering (ILSRE) Program is an effort tore-engineer
business processes involved with logistic support. As part of that
effort the computer software maintenance management information is
being replaced, and supporting computer equipment, network
infrastructure, and end user devices are being procured and enhanced.
Currently, AEDC has ORACLE products which are due for renewal of their
maintenance and support services. However, these products need to be
upgraded to a Network License so that AEDC can more effectively
management the software/hardware and user access. C.2 TASK ORDER
DESCRIPTION. C.2.1 Task 1 -- ORACLE Products and First-Year's
Maintenance (MANDATORY). C.2.1.1 Network License. The Contractor shall
provide a non-exclusive Network License to include the following
databases, web servers, and database tools listed below. "Network" is
defined as the designated systems on which the programs are installed
which are directly or indirectly connected using connectivity programs.
There shall be no limitation or restriction on the number of designated
systems (servers or clients) in the Network provided that (a) all of
the computer hardware/operating system combination of the designated
systems are set forth in a shipment summary included with the order
form as appropriate and (b) all designated systems are located in the
United States. *ORACLE 7 RDBMS Full-use for 200 concurrent devices;
*Developer/2000 Full-use for 10 named users; *Designer/2000 Full-use
for 10 named users; *Developer/2000 Server Full-use for 200 concurrent
access. C.2.1.1.1 Configuration Management. All Contractor products
ordered shall be licensed to be installed on all existing machines on
the base. The number of total users (200) shall be the only constraint
that needs to be managed under the Network License. C.2.1.1.2
Flexibility. Under this Network License, any machine at Arnold AFB can
host any number of users as long as the total user level under the
Network License is not violated. Contractor shall allow the
installation of future-procured Contractor products under this Network
License. C.2.1.2 Training Units. The Contractor shall provide one day
of instruction for one AEDC employee at a Contractor Education Center
in the US, exclusive of expenses. The Government requires a total of
200 Training Units for AEDC. C.2.1.3 Maintenance Services. The
Contractor shall provide the following technical support service until
September 30, 1998. C.2.1.3.1 Telephone Technical Assistance.
Telephone Technical Assistance shall include the following: *Telephone
technical support for each acquired point of contact (POC) authorized
by Government to contact Contractor's Support Hotline, 24 hours a day,
seven days a week. Government may designate up to two backups; *Each
POC may request faxed copies of management reports; *Each POC receives
proactive alerts advising known problems and problem resolution; *Each
POC is granted access to Contractor's On-Line Support system and Bug
Database system; *Quarterly newsletters and bulletins delivered to each
POC; and *The POC will be the first point of contact for all questions
regarding the programs. Prior to the POC contacting the Contractor for
technical assistance, POC will consolidate and document all technical
assistance requests and answer all of those software use questions
he/she can. For only those questions that Government's technical staff
and/or POC are unable to answer, the POC may contact Contractor's
Support Hotline as noted above. C.2.1.3.2 Updates. The Contractor shall
provide one set of updates to the Master Copy of supported programs.
Updated may include corrections to errors reported in the current
commercial release of the programs as such corrections become generally
available to support program licenses. C.2.2 Task 2 -- One Year
Maintenance 10/1/1998 to 9/30/1999 (OPTIONAL). The Contractor shall
provide the maintenance services listed in C.2.1.3.1 and C.2.1.3.2 for
the period October 1, 1998 to September 30, 1999. C.2.3 Task 3 -- One
Year Maintenance 10/1/1999 to 9/30/2000 (OPTIONAL). The Contractor
shall provide the maintenance services listed in C.2.1.3.1 and
C.2.1.3.2 for the period October 1, 1999 to September 30, 2000. C.2.4
Task 4 -- One Year Maintenance 10/1/2000 to 9/30/2001 (OPTIONAL). The
Contractor shall provide the maintenance services listed in C.2.1.3.1
and C.2.1.3.2 for the period October 1, 2000 to September 30, 2001. The
