COMMERCE BUSINESS DAILY ISSUE OF AUGUST 11,1997 PSA#1906U. S. Environmental Protection Agency, Contracts Management Division
(MD-33), Attention: CMB-A, Research Triangle Park, NC 27711 A -- SEM ANALYSES OF SELECTED PM SAMPLES AND CMB MODELING OF SELECTED
NERL RESEARCH PM SITES SOL ECC113 POC David A. Donnelly Jr., Contract
Specialist, (919)-541-7888 E-MAIL: Click here to contact the contract
specialist via e-mail., donnelly.dave@epamail.epa.gov. The U.S.
Environmental Protection Agency, has a requirement to determine the
sources of ambient fine and coarse particles collected at selected time
periods from NERL PM (Particulate Matter) research monitoring sites.
Selected samples already analyzed by X-Ray Fluorescence (XRF) for trace
metal content and by Ion Chromatography (IC) for chemical species
present will be analyzed with this procurement by Scanning Electron
Microscopic (SEM) for individual particle analysis to obtain their
size, morphology and particle elemental content. This same analysis
procedure will be preformed on source samples of suspected contributors
to the total particulate burden at these PM monitoring sites. All of
these data sets will be used in the US EPA chemical mass balance
receptor model (CMB rev 8.0) to determine the specific source
contributions to the total particulate burden at the selected NERL PM
research monitoring sites. The contractor shall have demonstrated
expertise in the following three areas with severalpublications in
peer-reviewed scientific journals in these three critical areas: 1.
Analysis of individual particles found on various filter media by both
manual and computer-controlled Scanning Electron Microscopy (SEM) for
their size distribution, morphology, and elemental content based on
energy-dispersive x-ray analysis. 2. Use of advanced modeling
procedures to determine the various source contributions to the
particulate burden at a given site. This shall require the use of the
most current EPA Chemical Mass Balance software Rev 7.0 and Rev 8.0,
when available. 3. Use of local and regional meteorological data in
combination with CMB to produce a hybrid receptor model for each
selected PM research site and meteorological conditions. It is
anticipated that the solicitation will be issued on or about 8/21/97.
Offerors interested in receiving a copy of the solicitation must submit
a written request to the contact point at the address above. Telephone
and fax requests will not be honored. Only one copy shall be sent to
a corporate entity, regardless of the number of requests from one or
more different geographic locations. All responsible sources may submit
a proposal which shall be considered by Agency. (0218) Loren Data Corp. http://www.ld.com (SYN# 0001 19970811\A-0001.SOL)
