255-5310 D -- PROPOSAL PREPARATION INSTRUCTIONS: (1) General
Instructions: Offerors may bid on one or more than one of the five
major research areas. To be considered for an award in a major research
area, the offerors may draft and submit at least one (but no more than
three) delivery order proposal (both cost and technical) associated
with a subcategory in that major research area(s) from which they have
chosen to technically bid. In constructing the delivery order itself,
the offeror shall use the sample delivery order format contained in
the supplemental package. To encourage maximum flexibility/versatility,
the offeror {in lieu of submitting a delivery order(s)} may propose a
Cost Plus Fixed Fee (CPFF) Completion type contract, addressing one or
more of the aforementioned subcategories. Offerors should apply the
restrictive notice prescribed in the provision at FAR 52.215-12,
Restriction of Disclosure and Use of Data, to trade secrets or
priviledged commericial and financial information contained in their
proposals. Proposal questions should be directed to one of the points
of contact listed elsewhere herein. Offerors should consider
instructions contained in the WL PRDA and BAA Guide for Industry
referenced in Section A of this announcement. Technical and cost
proposals, submitted in separate volumes, are required and must be
valid for 180 days. Proposals must reference the above PRDA number.
Proposals shall be submitted in an original and six copies. All
responsible sources may submit a proposal which shall be considered
against the criteria set forth herein. Offerors are advised that only
contracting officers are legally authorized to contractually bind or
0therwise commit the Government. Cost Proposal: The cost proposal
/price breakdown shall be supplied on a Standard Form (SF) 1448,
together with supporting schedules and shall contain a person-hour
breakdown by fiscal year for each proposed delivery order or CPFF
contract. The offeror shall not provide a cost proposal on the overall
program {i.e., the entire major research area(s)}; offerors shall only
provide a cost proposal for each delivery order they have chosen to bid
on and segregate the costs for each proposed delivery order so they can
be evaluated separately (The Government retains the right to
unilaterally set the dollar ceilings on ID/IQ type contracts). If the
Offeror chooses to propose a CPFF type contract, the cost proposal
should accordingly address all subcategories included in the
corresponding technical proposal. Because Adequate Price Competition is
anticipated, instructions regarding submission of certified cost and
pricing data in the WL PRDA and BAA Guide to Industry (referenced in
Section A) are not applicable. (3) Technical Proposal: The technical
proposal for each major research area bid on shall include a discussion
of the nature and scope of anticipated work and the technical approach.
Additional information addressing experience and qualifications in the
major research area(s) bid on, descriptions of available equipment,
data and facilities, and resumes of personnel who will be participating
in this effort should also be included in the technical proposal. Both
the major research area's and the delivery order's technical proposals
shall include a Statement of Work (SOW). The delivery order(s) SOW
shall detail the technical effort proposed to be accomplished under the
cognizant subcategory(ies) and be suitable for contract incorporation.
Offerors are to separate their proposal technical proposal(s) by: a.)
major research areas and b.) delivery order(s) for the cognizant
subcategory(ies). PL 98-94 may apply. Any questions concerning the
technical proposal or SOW preparation shall be referred to the
Technical Point of Contact cited in this announcement. (4) Page
Limitations: If proposing an Indefinite Delivery/Indefinite Quantity
type contract, the technical proposal shall be limited to 30 pages for
each major research area bid on, with an additional 10 pages for each
proposed delivery order; 40 pages shall be the technical proposal page
limit for a CPFF Completion type contract. The pages shall be 8.5 X 11
inches, double-spaced (12 pitch or larger), and single-sided. The 12
pitch or larger shall be satisfied by setting the type (point) size at
10 or smaller or setting the font size at 10 or higher. The page
limitation includes all information, i.e. indexes, photographs,
foldouts, appendices, attachments, etc. The transmittal page and cover
page are not included in the page count. Pages in excess of this
limitation will not be considered by the government. As a goal,
offerors are requested to keep cost proposals to 20 pages per each
proposed delivery order, and 50 pages per each proposed CPFF completion
type contract. Preparation Cost: If selected for negotiations,
qualifying offerors may be required to submit a subcontracting plan.
This announcement does not commit the Government to pay for any
response preparation cost. The cost of preparing proposals in response
to this PRDA is not considered an allowable direct charge to any
resulting or any other contract. However, it may be an allowable
expense to the normal bid and proposal indirect cost as specified in
FAR 31.205-18. A supplemental package is available to offerors
interested in proposing on this effort. E -- BASIS FOR AWARD: The
selection of one or more sources for award will be based on an
evaluation of an offeror's response (both technical and cost aspect) to
determine the overall merit of the proposal in response to the
announcement. The technical aspect, which is ranked as the first order
of priority, shall be evaluated based on the following criteria which
are of equal importance: (1) new and creative solutions; (2) the
offeror's understanding of the scope of the technical effort; (3)
soundness of offeror' s technical approach; and (4) the availability of
qualified technical personnel and their experience with applicable
technologies. Cost and/or price, which includes consideration of
proposed budgets and funding profiles, is a substantial factor, but
ranked as the second orderof priority. No other evaluation criteria
will be used. The technical and cost information will be evaluated at
the same time. The Air Force reserves the right to select for award of
a contract, grant or cooperative agreement any, all, part or none of
the proposals received. Award of a grant to universities or nonprofit
institutions or cooperative agreement, in lieu of a contract, will be
considered and will be subject to the mutual agreement of the parties.

offerors and potential offerors during the proposal development phase
of this acquisition. The purpose of the Ombudsman is not to diminish
the authority of the Contracting Officer, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
government personnel. All potential offerors should use established
channels to voice concerns before resorting to use of the Ombudsman.
When requested, the Ombudsman will maintain strict confidentiality as
to the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the selection decision. Interested
parties should direct all routine communication concerning this
