The U.S. Army Environmental Center (USAEC) has established a comprehensive program to demonstrate and evaluate technologies for characterizing and remediating active and formerly used defense sites at which buried unexploded ordnance (UXO) is located. The USAEC has completed Phases I, II, and III Controlled Site Advanced Technology Demonstrations at Jefferson Proving Ground (JPG), Indiana, and a series of Live Site Advanced Technology Demonstrations throughout the United States (USAEC Technical Reports: SFIM-AEC-ET-CR-94120, SFIM-AEC-ET-CR-96170, SFIM-AEC-ET-CR-96171, and SFIM-AEC-ET-CR-97011). The results of the technology demonstrations and additional investigations by the Defense Advanced Research Projects Agency (UXO Forum 1997) have shown that state-of-the-art technologies for the detection of UXO, such as magnetometer and active electromagnetic induction systems, have high false alarm rates. Under Phase IV, USAEC seeks a discrimination capability that can be used to reduce the number of unnecessary excavations at remediation sites due to false alarms. The purpose of this synopsis is to seek potential sources that can participate in the development and application of technologies for the discrimination and classification of buried UXO under Phase IV. Discrimination capability applies to technologies or techniques that can be used to determine if an anomaly, previously detected and localized by passive or active magnetometry, or by some other method, is UXO or non-UXO. The USAEC will provide funds of up to $150,000 for the development of discrimination technologies and the application of the technology through a demonstration at JPG. The period of performance for both development and application will not exceed twelve (12) months. The demonstration of capabilities will take place at the 16-hectare (40-acre) test area at JPG in 1998. At the conclusion of the project, participants will make their findings available to the government for use in advancing the development of discrimination techniques. To assist in development efforts, the government will provide participants access to a 32-hectare (80-acre) test area at JPG. During the development period, the 32-hectare test area will be accessible for two separate field efforts; the term of each effort will not exceed two (2) weeks. The government will provide site and target information related to ordnance and non-ordnance emplaced at the 32-hectare test area. There will be no requirement to use the discrimination technology to conduct a general search of the area. However, discrimination technologies shall have the capability to locate unmarked targets for "interrogation." The government will evaluate (1) the capability to differentiate UXO from non-UXO and (2) the production rate of the discrimination technology. All parties interested in participating in the development and application of technologies for the discrimination and classification of buried UXO must (1) submit a letter of interest and (2) request a proposal submission information package.
