Chicago Regional Support Office (CRSO) is soliciting proposals from
qualified sources, to explore the development of new market
institutions in a restructured utility environment. The interest is in
exploring the technical and economic feasibility of small customer
aggregation for purposes of purchasing a full range of energy services
and enhancing the bargaining power and market attractiveness of
residential and small commercial customers. Of particular interest is
the feasibility of load aggregation for low income customers. The
outcome of this project should be a determination of the technical and
economic feasibility of small customer load aggregation or, at a
minimum, a thorough examination of the technical and economic issues
attendant to aggregation of small customers, with a focus on low income
residential customers. Delivery of the final report will be required
within five months from the date of award, after which the awardee will
be required to prepare and deliver a final briefing to DOEand submit a
report for publication within one year from date of award. The
contracting office will accept requests for solicitation via facsimile
machine, 312/886-8561. All responsible sources may submit a written
quotation which will be considered by the agency. Simplified
Acquisition Procedures will be utilized for this purchase. Award is
