Exchange Commission (SEC) requires an electronic financial information
system for the SEC Headquarters and ten field offices. This service
will be used for financial market analysis to monitor the results of
market volatility with emphasis on the U.S. Treasury bond market and
for surveillance of U.S. securities markets and international trading
of U.S. securities to support both monitoring and litigation programs.
It will also be used for review of investment company portfolio
holdings and securities recommended or purchased by investment advisors
for clients.The service should provide a range of financial information
including U.S. and international exchanges, newswires, and current and
historical trading data for debt markets including mortgages,
government securities, corporate, municipal bonds, and money markets.
Other trade information shall include equities, preferred stock, and
commodities including options and future contracts. This shall include
data from at least one, and preferably more, primary dealers in U. S.
government securities information service.The service shall also
provide the SEC with a financial information service which supplies
real-time and historical transaction data on debt instruments and
related derivative products. Required data include the following:
last-sale price, net-change, bid and size, ask and size, open, high,
low, volume, and last-sale time.The service must provide the
information electronically to both dedicated and portable computers to
the SEC Headquarters in Washington DC. To the extent feasible, all
information will be received on a real-time basis to dedicated
terminals and portables. In addition, the system shall provide the
capability to print a hard copy of all data and news stories. The SEC
has surveyed the market and believes that Bloomberg Limited Partner is
the only source capable of meeting this requirement. Accordingly, the
SEC intends to solicit and negotiate with only Bloomberg L.P., 499
