H. Murphy The Patent and Trademark Office (PTO) plans to extend
Contract No. 50-SAPT-4-00319 with PRC Inc. from October 1, 1997 to
December 31, 1997 for systems integration activities in support of the
Automated Patent System (APS). The current contract ceiling limit will
not be affected by this extension. The PTO is currently in the process
of transitioning the remainder of this effort to the USPTO Systems
Development and Maintenance (SDM) contractors who have taken over the
systems development activities currently performed under the current
APS contract. The PTO has a continuing requirement for transition
support for the transition of APS production systems currently
supported by PRC. This transition period will allow the PTO the time
necessary to complete the final transition. The modification to extend
Contract No. 50-SAPT-4-00319 will include only activities related to
training, problem resolution, examiner training, consultation, and
configuration management. No system development activities related to
the APS will be performed under the extension. The proposed contract
action is for services which the Government intends to solicit with
only one source under authority of FAR 6.302. At this time, PRC Inc. is
deemed the only responsible source and no other supplies or services
will satisfy agency requirements for the extension period for the
continued support of the transition of APS. Any award to any other
source would result in a substantial duplication of cost to the
Government that is not expected to be recovered and would cause
unacceptable delays in fulfilling the agency's requirements. Concerns
which believe they have the ability to furnish the specified support
are requested to give written notification within 15 calendar days from
the date of this synopsis. This is NOT a formal solicitation, however,
concerns that respond must furnish detailed information describing
their capabilities to deliver the above services to: U.S. Patent and
