Coast Guard Aircraft Repair & Supply Center has a requirement for the development of a Fenestron repair procedure, supporting template, and drawings. The fenestron (fairing assembly P/N 365A23-4003-0501 -- NSN -- 1560-14-465-1496) is utilized on the HH-65A aircraft. Delivery shall be fob destination to ARSC, Elizabeth City, NC, and is required on or before 31 December 1997. The Coast Guard does not own, nor can it provide the proprietary specifications for this project. American Eurocopter Corporation,(AEC), Grand Prairie, TX, is the only known source with the required proprietary specifications and engineering experience on this flight critical component. It is the intent of the Government to negotiate on a sole source basis with AEC under "other than full and open competition" procedures, pursuant to 10 U.S.C.2304(c)(1)-only one responsible source. The standard industrial classification (SIC) code for this acquisition is 8711, size standard $20M. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Trasportationn (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts.
