traylor.rob@epamail.epa.gov. The U.S. Environmental Protection Agency
intends to negotiate sole source with Johnson Controls, One Harry
Street, Cranston RI 02907 to intall and make fully operational and
functional five controllable heat exchanging systems at the Atlantic
Ecology Division's Wet Lab at Narragansett RI. These systems shall be
fully integrated with and contollable by the existing Johnson Controls
Metasys System. The contractor shall provide all labor and materials
to convert the four existing Karbate heat exchangers in each of three
temperature control vessels with immersion flat titanium heat
exhangers, and retrofit two non-controllable vessels with immersion
flat titanium heat exchangers. The systems must heat water with a
temperature of zero degrees Cto a tmperature of twenty degrees C at a
flow rate of eight G.P.M and chill water with a temperature of
twenty-four degrees C to fifteen degrees C at a flow rate of five
G.P.M. These heat exchangers must fit in the existing 26' x 1' 2' (L x
W x H). The heat exchangers must be externally compatible with salt
water and the fresh water used internally as the cooling media. No
materials toxic to experiments at the Lab may be used in the design,
manufacture or installation of these systems. EPA believes Johnson
Controls is the only vendor capable of satisfying the above
requirements. Johnson Controls is the manufacturer and sole owner of
the Metasys system and its proprietary design data. The period of
performance is expected to take place from the date of award through
December 1, 1997. No solicitation is available. All interested parties
must respond within 15 days of the date of this announcement.
Interested vendors shall: include information on the proposed service
which 1.) clearly supports their capability to provide the above
requirements and; and 2.) provide itemized pricing data that is
sufficient to make a determination that competition is feasible. All
responses must be in writing and must be submitted to the U.S. EPA,
Contracts Management Division (MD-33), Attn: Robin J. Traylor, Research
Triangle Park, NC 27711. No telephonic requests will be honored.
