Officer, (907) 463-2413 DTCG87-97-Q-643127 -- Provide structural
reinforcement of a 160 ft self supporting communications tower at Cape
Hinchinbrook and a 70 ft self supporting communications tower at Naked
Island, Alaska. The reinforcement will require changes to the existing
horizontal and diagonal connections and reinforcement of diagonal and
horizontal members. The Government will provide most but not all of
the structural members and connectors. Government and commercial
facilities are not available at Naked Island. The only facility
available at Cape Hinchinbrook is a room within a lighthouse for
sleeping quarters only. Utilities and other services are NOT available
at either site. Both sites have abundant Alaskan wildlife, i.e.
BEARS... The closest transportation services to the sites maybe
available through Valdez (ERA AVIATION), Cordova or Anchorage, Alaska.
The estimated cost range for this project is between $25,000 and
$100,000. The time for completion of this project is 15 October 1997.
The work required by the solicitation is identified as Industry
Standard #1629 and the applicable size standard is $17.0 million
dollars in the annual receipts for the past three years. This
procurement is issued pursuant to the Small Business Competitiveness
Demonstration Program, Public Law 100-656, as implemented by the OFPP
Policy Directive and Test Plan dated 8/31/89. This is not a small
business set-aside. Request for RFQ documents must be submitted and
received by this office no later than 26 August 1997. For Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. This is
applicable to any eligible prime or subcontractor at any tier. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $1.0 million per contract. The DOT provides an
80% guarantee of the bid bond amount to a surety against losses. Loans
are available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable
forms concerning the STLP, call the OSDBU at (800) 532-1169. Pursuant
to FAR Part 28.102-1(b), one of the following payment Protections shall
be provided within 15 calendar days from receipt of a purchase order:
(1) A payment bond or (2) Irrevocable Letter of Credit. Payment bond
shall be furnished with surety or sureties acceptable to the
Government. The Penal amount of payment bond shall equal to 50% of the
purchase order price. For information concerning the acquisition,
