DESCRIPTION OF WORK- Sources sought to repair and revitalize 2 duplex
buildings, to upgrade interiors to present day code and construction
standards, and to restore various interior and exterior elements into
their original Historic appearance. In general terms work shall include
but not limited to: major structural repairs to foundation walls and
floor slabs; seismic retrofit; reinforcement of brick chimneys;
complete remodel of kitchens and bathrooms including cabinets,
countertops, appliances, fixtures, etc., replacement of interior
finishes including vinyl flooring and carpeting, plumbing fixtures and
trim, interior horizontal sewer lines and exterior laterals, heating
system and interior electrical fixtures and trim; and installation of
foundation drain and storm drain systems shall be included. The project
consists of a base item for repair and revitalization 2 duplex
buildings and Option 0001 for 2 additonal duplex buildings. Option 0001
is an option that will be exercised at the Governments request. -- The
contract is to be awarded to the responsible offeror who submits the
proposal considered most advantageous to the Government considering
"Price", "Past Performance", and "Technical" evaluation factors. The
following evaluation criteria has been established: Factor 1 (Price);
Factor 2 (Past Performance) and Factor 3 (Technical) which are weighted
approximately equal. Within the "Technical" factor the following
subfactors are listed in order of importance: Subfactor "A" Historic
Expertise and Subfactor "B" Subcontracting effort. A site visit has
been scheduled for 10 September 1997 at 9:00 a.m., local time. --
Interested parties are to meet the Government Representative at 9:00
a.m. at the Submarine Base San Diego, Anne's Alley. -- This is not a
public bid opening. -- The estimated cost is over $1 million. Firm
Fixed Price Construction Contract. Contract duration 240 days. Bids
will be considered from all responsible sources. This project is
unrestricted. The Standard Industrial is 1521 and the annual size
standard is $17 million. It is recommended the subcontracting planned
goals reflect a minimum goal of 15%-20% for small disadvantage business
subcontracting efforts and 25%-30% for small business effort. NOTE:
Plans and Specs will not be mailed to firms within a 20 mile radius of
the issuing office. There will be a charge fee for each set of plans
and specs which will be published at a later date. For more

requests will not be accepted. Requests for the solicitation packages
must be in writing stating solicitation number N68711-97-R-8144,

San Diego, CA 92132-5187. NOTE: PERSONAL CHECKS WILLNO LONGER BE
ACCEPTED. ONLY VISA/MASTERCARD,CASHIER'S CHECKS, OR MONEY ORDER WILL BE
ACCEPTED and should be made out to DEFENSE PRINTING SERVICE. Faxed
requests will be accepted, but will not be processed until your method
of payment has been received by this office. If you choose to pay by
cashier's check or money order, please submit one cashier's check or
money order per project. Fees are non-refundable. Solicitation packages
are limited to two (2) sets per prime and one (1) set per
subcontractor/supplier. The tentative issue date is one or about 11
