0001 -- Filtration System, Diesel Filtration System (Ward Diesel Filter
Systems or equal). The Contractor shall provide and install ten (10)
each diesel filtration systems onto nine (9) each Government-owned
fire-fighting vehicles. The ten (10) systems shall be installed for the
following nine (9) fire protection vehicles: P-24 94L-00151; P-24
92L-300; P-28 96L-339; P-23 95L-234; P-23 96L-30; P-16 80L-20; P-18
87L-685; P-19 85L-1493 and the 0-26 93L-207. The Filtration System is
required by the National Fire Protection Association (NFPA) Standard
1500 to prevent emissions exposure to fire-fighters and contamination
of living and sleeping quarters. Delivery shall be FOB: Destination and
all work shall be accomplished on site, Little Rock AFB, Base Fire
Station, Building 110, Little Rock AFB, AR. The diesel filtration
systems must meet the following requirements: A) The system shall be
installed onto the vehicles existing exhaust system and be fully self
contained with no hoses or other devices that have to be attached or
detached by the vehicle operators; B) The system shall be activated for
a pre-set amount of time after the vehicle is started and also when the
vehicle is put into reverse gear (The pre-set amount of time must be
easily adjusted by our maintenance personnel); C) The System shall be
warranted to be free from defects and workmanship for at least two (2)
years by the vendor; and D) The system shall not have any additional
hoses, blowers or other mechanical devices needed to be installed into
a vehicle stall. Delivery Schedule: The Contractor shall furnish a
delivery plan with proposal. The Contractor shall complete the work
within one hundred and eighty-two (182) calendar days from receipt of
order. This is a combined synopsis solicitation for commercial items
prepared in accordance with the format in Federal Acquisition
Regulation (FAR) subpart 12.6, as supplemented with additional
information included in this notice. This is a 100% Small
Business-Small Purchase Set-Aside. This announcement constitutes they
only solicitation. Proposals are being requested and a written
solicitation will not be issued. This solicitation (F03602-97-T2303) is
issued, and will be awarded using simplified acquisition procedures.
This solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-46. The
provision at 52.212-1, Instructions to Offerors -- Commercial Items
(OCT 1995) applies to this acquisition. The provision at 52.212-2,
Evaluation -- Commercial Items applies to this acquisition. Paragraph
(a) of 52.212-2 shall read: "(a) The Government will award a contract
resulting from this solicitation to the responsible Offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following
evaluation factors will be used to evaluate offers: (i) technical
capability of the item offered to meet the Government requirement; (ii)
price; (iii) past performance. Offerors may submit such documentation
with offers, such as product literature, technical features and
warranty information to describe the capability of their product
intended to meet the Government's requirement. Selection will be to the
offer that is most advantageous to the Government based on the above
factors of this synopsis solicitation." Offerors shall in-clude a
completion of the provisions at 52.212-3, Offeror Representations and
Certifications -- Commercial Items. The provision at 52.212-4, Contract
Terms and Conditions -- Commercial Items. The provision at 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items. The full text for the above FAR
