combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is a
Request for Proposal. The Solicitation document and incorporated
provisions and clauses are those in effect through FAC 90-46. This
Solicitation addresses the requirements for a pan and tilt video camera
system for the Idaho Army National Guard (IDARNG). This camera system
is used on a tank gunnery ranges to provide firing results via closed
circuit television and video cassette recorder(s). The tank ranges may
be used 24 hours a day 365 days a year. Temperatures ranges between
-25 to 135 degrees Fahrenheit. The system currently in use has a camera
mounted on a Thermal Tank Sight for night thermal capabilities. The
200+ weight of the Thermal Tank Sight creates problems for the pan and
tilt operation and excessive vibration in the video. The IDARNG
requires a camera system capable of panning and tilting through a range
of 180 degrees horizontal and 80 degrees vertical. (40 +/- from
horizontal). The pan and tilt mechanism must be capable of supporting
the camera proposed through the full range of operations required. The
camera must be capable of operating during daytime and thermal
capabilities for night operation. Lens must be capable of a 6,000 meter
focal point. Color camera is required. The operation of the camera
attached to a pan and tilt device shall be controlled by means of a
computer program or control console. The Government desires the
controller be capable of 100 pre-set locations. The minimum requirement
is for 60 pre-set locations. The software to control the system shall
operate in a "Windows" based program for pre-set locations. The program
should get the camera close (0.040 degrees of the location measured at
a 30 foot reference point) to the required location and fine
adjustment of the head may be accomplished by utilizing a joystick.
Control system should have the capability to control multiple cameras.
The intent of the IDARNG is to be able to load a target list of
pre-set target locations based on a particular gunnery scenario and
have the camera automatically focus in on that location when the target
is raised. Fine adjustment if required may use a joystick type control.
The camera will be installed approximately 100 feet from the controller
location. The contractor shall be responsible for delivery and set-up
of the camera system ensuring proper operation. Contractor shall
provide operation and maintenance manuals for all equipment provided as
a part of this system. Contractor shall also provide operator
orientation and training on the system at the time of delivery and
installation. Normal commercial warranty for the items comprising this
system is adequate. Warranty period should commence at the conclusion
of the contractor provided training. Provisions at 52.212-1,
