Rock Island Arsenal intends to purchase 1 AMC wide site license (40
installations) for Workers' Compensation Claims Management Systems
(WCCMS) for the purpose of automated tracking of occupational inquiries
for Continuation of Pay, Office of Workers' Compensation Programs
(OWCP), and Safety purposes on a Firm Fixed Price contract.
Compatability: System will be designed to upload and incorporate all
user unique databases which are currently in use. System must also be
compatible with the DOL/DA system in order to establish the database at
HQAMC and to accomodate weekly electronic updates. At a minimum the
system must be capable of interfacing with the following LAN software
products from the oldest to the most recent versions resident at each
of the AMC sites: Windows NT, Banyon Vines, Novell. Technical
Specifications: System must be year 2000 compliant, database will be
established using commercial off the shelf software (COTS), data
download to each site will run on site server and be accessed by
eachuser from the LAN(s) at that site, system will provide two areas
for notes, one for medical notes, and one for administrative notes,
record size for each area will have the capability to contain 2500
characters per note. Medical notes must have a mechanism to prevent
unauthorized use, system will have the capability to import/export data
as ASCII files. Proposed software and services to be provided: Each
site to receive a LAN version of WCCMS. Hardware & Specifications:
Database will reside on servers at each site. The master database will
reside on the HQAMC DCSPER server. System will be designed to provide
communications via modem. System must be compatible with versions of
Windows version 3.1 to the highest level of software being sold on the
commercial market at the time of award. Required features: The system,
via pre-formatted screens, will allow users to access and update their
local databases, compose and develop reports, input medical and
administrative notes, and prepare standard letters and forms. At a
minimum the system will include the following features: Find claim
search feature: User can find a specific claim by social security
number, last name and first name, or claim number. Search feature will
provide a list of items and allow user to scroll through list.
Specific claim information will appear as a permanent header on the
screen and will include claimant's name, social security number, phone
number, job, site, work status, and date and type of injury; the
screen will also provide a claim identification number; multiple claim
counter; servicing personnel office number; claim status, physician's
name, phone number and specialty; examiner name, and phone number; and
will show one screen per case. In the event of multiple claims, screens
will be linked by using social security number. Automatic population of
database and screens when new cases or information is added.
Standardized table of codes for body parts injured, nature and cause of
injury, return to work status. Codes will be provided.A medical and
administrative note system which is event driven. A record of each
event/contact with the claimant will be entered by each case worker.
Medical and administrative notes will be available to all users at each
site. Each note will show date information was entered, case worker
name, phone number and results of claimant contact. Case notes will not
be overwritten by new notes but will be maintained to provide an audit
trail of the efforts made to assist claimants in returning to work.
Medical and administrative note tickler system will provide two types
of suspense information. The general action item list will track date
of entry, type of case, date, time and person entering last note.
Action items will show up automatically on the due date and remain on
the list until author marks it as "Completed". The return to work
tracking system will show the name of the claimant, the claimant's job
code and grade held before the injury, when they are expected to
return to work, job code and series they arepresently qualified to do,
number of hours per week they will work, and date they are released by
their physician to begin work, and the availability of job. System will
provide the following reports: master list of daily suspenses from the
medical and administrative tickler files, reports which calculate lost
and restricted days for Continuation of Pay; the Office of Workers'
Compensation and the OSHA 200 log, System will provide case workers at
all levels the capability to create, store, and print ad hoc reports
and letters. The standard industrial code is 7373. Approximate issue
date is on or about 25 Aug 97. Vendors having the technical ability to
provide the above software system are requested to furnish a 3-1/2"
sample demo disk as proof of ability to meet this requirement at the
time of submittal of proposal. Firms interested in receiving a
