OF FOUR FAA CERTIFIED C-32A (BOEING 757-200) AIRCRAFT, AVAILABLE FOR
DISPATCH WITHIN THREE HOURS OF NOTIFICATION TO ANYWHERE IN THE WORLD,
UNDER A LEASE WITH OPTION TO BUY AGREEMENT. 17. Request for Information
(RFI). This is a request for information and announcement of a meeting
to discuss commercial aviation insurance in order to secure hull loss
and liability coverage for the Air Force operation of leased C-32A
aircraft. The C-32A aircraft are being acquired under a lease with
option to buy contract for four Boeing 757-200 aircraft, with the two
aircraft being delivered in January 1998 and two aircraft in October
1998. The C-32A aircraft will be operated by the 89th AW, Andrews AFB,
MD, in support of travel requirements of the Vice President, Chairman
of the Joint Chief of Staff, Cabinet Officers and Congressional
Delegations and will be capable of dispatch within three hours of
notification to any suitable airfield in the world. Each aircraft will
be capable of carrying 45 passengers, 16 crew members, and associated
baggage, with a three section interior, fore and aft first class
galleys, and clear and secure worldwide commercial communications
capability. The missionized aircraft will be FAA certified at time of
delivery IAW 14 CFR Part 25, to include Stage 3 noise certification
under 14 CFR Part 36, and will be compliant with Future Air Navigation
System 1, Reduced Vertical Separation Minima, and 180 minute Extended
Range Twin Engine Operations requirements. The maintenance concept is
for Air Force personnel to provide on-equipment maintenance and
off-equipment maintenance to be provided by Contractor Logistics
Support (CLS) through a teaming arrangement between Boeing and United
Airlines. The contract provides for annually renewable lease options
through Fiscal Year 05, with a buy option that can be exercised at any
time during the lease period(s). If the aircraft are purchased it is
likely to occur in the first quarter of the Government fiscal year.
Modifications or upgrades to the aircraft configuration are likely as
a result of airworthiness directives, service bulletins, or customer
requested changes; however, the lessor has final approval rights.
Potential brokers are requested to respond to this notice identifying
their intent to attend an informational briefing at Andrews AFB, MD on
Friday 22 Aug beginning at 0830 in Building 1535 (old Air Force
Systems Command Headquarters Building) room A-311 Air Force Conference
Room. Request respondents notify ASC/GRC of their intent to attend and
furnish names of attendees by 14 August 1997 to allow for access to
Andrews AFB. As well, responses or information pertinent to the
following questions are desired at or before the subject meeting: A.
What local, national and international resources are available for
aviation coverage issues (e.g. market conditions, quality and security
of placements, aviation expertise, customer representative
assignments, etc)? B. What aviation services are available in the
analysis, claim and policy servicing areas? C. What are the typical
coverages and deductibles in the scheduled air carrier industry? What
coverages would be recommended for a worldwide non-scheduled operation?
At what levels of coverages and deductibles are there significant price
differentials? D. What is the volume of your aviation industry business
versus other areas? What advantages does your firm offer? E. What is
your reputation and relationship with key underwriters? F. What is your
process for apprising clients of changes in the aviation insurance
market and of changes in terms and conditions? G. What are your typical
payment arrangements and discounts? H. What coverages, provisions, etc.
are available (including costs) for war risk insurance? I. Furnish a
list of current aviation clients, with points of contact for at least
five of them, so we may contact them for recommendations with respect
to your brokering services. Direct all requests for routine information
or clarification of the information requested in this announcement to
the point of contact in item 11. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of theOmbudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
