qualitative/accreditation evaluations, in a Hawker Hunter MK-58
single-seat aircraft, in support of the USAF Test Pilot School (TPS).
Performance shall be at Edwards AFB, CA.; Anticipated period of
performance is 21 -- 27 Sep 97. Contractor shall provide an estimated
15 sorties of approximately 1.2 hour's per, to include providing a
safety instructor pilot per aircraft and a qualified ground crew to
maintain and launch/recover the aircraft. In addition, the contractor
shall provide a recommended ground-training plan to qualify student
test pilots for solo. The contractor shall administer at Edwards AFB,
CA., the appropriate ground training (not less than eight hours of
academics, cockpit familiarization, egress, and open/closed book
exams)and a pre-flight/debrief for each sortie. The contractor shall
allow an Air Force inspection team to perform an on-site inspection of
aircraft, aircraft logs/documents, and operations; prior to the
session. Instructor safety pilotsshall have the following
qualifications or equivalent: Letter of Authorization (LOA) from FAA;
Airline Transport Pilot (ATP) or Equivalent Flying Time; Civil Flight
Instructor (CFI) preferred/or prior military instructor pilot; Minimum
of 1,000 hours in military fighter/trainer type aircraft to include
instruction time; Current in aircraft as per FAR Parts 61 and 91 and
LOA from FAA; Qualified to instruct for solo authorization (Local FAA
must recognize instructor's recommendations -- for pilots to solo in
this class). These evaluations will be conducted IAW flight test
techniques described in the USAF TPS Performance, Flying Qualities, and
Systems Phase Planning Guides. This acquisition is being accomplished
under FAR part 12 procedures, Acquisition of Commercial services. This
requirement is 100% set-aside for small business and will be awarded
based on best value. SIC Code is 8299. Size standard is $18.5M. All
