NASA/MSFC plans to issue a Request for Offer (RFO) for the lease of hangar, storage, and office space at the Huntsville Internationl Airport in Huntsville, AL, for the operation and maintenance of a NASA Gulfstream G-159 aircraft. The contractor will be required to provide service to move the aircraft into and out of the hangar, fueling of the NASA aircraft, and provide a passenger waiting area. In addition, parking for MSFC personnel will be required at the hangar facility. The period of performance will be for a base period of one year with four 1-year option periods. This procurement is being conducted under the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy. NASA/MSFC intends to purchase the items from Signature Flight Support, Huntsville, AL. See Numbered Note 26. Interested firms have 15 days from publication on the NAIS (or Commerce Business Daily (CBD) if over $500K) to submit their qualifications/capabilities. Such qualifications/capabilities will be usedsolely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 days without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
