synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The solicitation number is
53SBNB760234 and the solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46.
The standard industrial classification (SIC) code is 3669, and the
small business size is 750 employees. The contract line item number
(CLIN) and item, quantity and unit of measure is: CLIN 0001 is a
quantity of 1 each Radio Frequency Digital Signal Processing System.
The National Institute of Standards and Technology (NIST), intends to
negotiate with Signal Processing Services, Inc., 8101 Sandy Spring
Road, Suite 105, Laurel, MD 20707 on a sole source basis to acquire a
turn-key radio frequency digital signal processing and control system,
fully integrated with development software. Signal Processing Services
is the only source that can provide a turnkey system for both digitally
processing radio frequency (RF) signals and enabling real-time control
of mechanical elements via D/A converters. The key component in this
system is as follows: Item #2: The digital receiver, Pentek #6510. The
ability of this receiver to digitally sample, heterodyne, and filter
incoming signals under control of FTL. The 6510 card has eight TI C40
DSP COM port outputs and tuning register control via VME bus interface.
A 140 MB/s Front panel interface for high speed A/D converters allows
the use of dual 70 MHz front-ends. The digital receiver allows RF
signals to be processed by the DSP hardware without the disadvantages
inherent to an analog front-end downconvertor. Item #4: Pentek #6102
VME card. Eight 16 bit low-latency successive approximation A/D
converters with sampling rates of 250 kHzper channel with near-zero
FIFO fall-through time for rapid updating in our real-time control
application. Interfaces via VME bus, MIX mezzanine bus and C40 COM
ports. Item #5 (d): FTL meta-level software language. FTL is unique to
Pentek. Our needs require FTL's software interfaces to LabView and
Matlab GUIs via the WindowsNT API. Also, per the specs, every component
must be fully compatible with software development tools; this includes
FTL. The turnkey digital signal processing system shall be supplied in
a "ready-to-program" state with all VME cards and chassis fully
integrated with a PC-based integrated software development environment.
The system shall comprise the following elements: 1) 2 channel 12 bit
41 MHz A/D converter VME card, Pentek #6441: A. Two 50 ohm input
connectors on front panel; B. On-board clock generator; C. Outputs
compatible with a direct connection to the digital receiver card; D.
Cables to digital receiver; and E. Full compatibility with inclusive
software development tools. 2)8 channel digital receiver VME card,
Pentek #6510: A. Maximum sampling rate greater than or equal to 50 MHz;
B. Digital local oscillator turning control via VME bus interface; C.
0.008 Hz tuning resolution on digital local oscillators; D. Greater
than 100dB dynamic range; E. Digital mixers with interleaved (Re and
Im) outputs; F. Decimating low-pass filter; G. Inputs compatible with
41 MHz A/D converter card; H. Outputs direct to DSP comm ports; I. Comm
port cables; and J. Full compatibility with inclusive software
development tools. 3) 8-processor TMS320C40 DSP VME card, Pentek #4285:
A. 8 TMS320C40 digital signal processors; B. 0.5 MB global and local
SRAM (per processor); C. 1 MB Main bus SRAM, shared by all DSPs for
data sharing; D. MIX bus interface with capability for bus mastering by
a single processor; E. Comm ports for each DSP compatible with digital
receiver; F. Inter-processor communication via C40 comm ports; and G.
Full compatibility with inclusive software development tools: 4) 8
channel 16 bit 200 kHz A/D and D/A VME card, Pentek #6102: A. 8
simultaneous 16 bit A/D and D/A greater than 200 kHz sampling with low
delay times optimized for real-time closed-loop control systems; B.
VME bus interface; C. MIX bus interface; D. Front panel comm port
interface; and E. Full compatibility with inclusive software
development tools. 5) Software development tool suite for
aforementioned DSP system: A. TI C40 DSP compiler, current version; B.
DSP processor networking support software, Pentek SwiftNet; C.
Integrated Development Environment(IDE), Pentek SwiftTools; and D.
Meta-level programming system, Pentek FTL to allow rapid prototyping of
RF data acquisition. FTL allow prototyping without programming in C or
assembly language. FTL also provides an API that allows user control
of the hardware from the DSP. The ability to use FTL is advantageous to
the Government because of greatly reduced software development time. 6)
VME chassis: A. Mu-metal shielded low-noise power supply; and B. 21 VME
slots. 7) VME bus toIBM compatible PCI bus adapter. National
Instruments PCI-MXI-2 or equivalent: A. Full compatibility with LabVIEW
software; and B. Full compatibility with inclusive software development
tools. 8) IBM compatible PC programming workstation for DSP system: A.
Inclusive software development tools installed and operating on
computer (see acceptance test); B. At least one day of system training;
C. 200 MHz Pentium Pro, or better; D. At least 64 MB DRAM; E. CD-ROM
drive; F. Computer video monitor shall be at least 20 inches diagonal
size; G. Removable backup drive, 1 GB or greater; and H. Windows NT 4.0
(or current revision) operating system. Acceptance Testing: The turnkey
system, having met all the performance specifications must perform the
following: 1) Digitize a 10 MHz RF signal provided from a
NIST-supplied function generator. 2) Digitally heterodyne the signal to
a 1 kHz digital IF frequency. 3) Route the 1 kHz digital IF signal to
a D/A converter for inspection on a oscilloscope. Required delivery
