synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 and 13.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The solicitation number for this
Request for Quote is N00244-97-Q-A155. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46 and Defense Acquisition Circular 91-11. This
solicitation is issued on an unrestricted basis, under Standard
Industrial Classification Code 3829 with a small business standard of
500 employees. FISC San Diego has a requirement for the following
items: Line Item 0001, 1 each 3-Dimensional Laser Interferometer
Tracker. Computer Controllable. Maximum target tracking speed for servo
motors shall be greater than 4 meters per sec at right angles to the
beam and greater than 6 meters per secin the beam direction. Minimum
static accuracy shall be 10 micro meter per meter. Maximum servo motor
acceleration shall be greater the 2g in all directions. Range of
measurement shall be +/- 230 deg. horizontal from home position, +/- 45
deg. vertical, 0-35 meters in distance. Single visible laser beam
(650nm, 0.3mW continuous wave, Class II protection). Maximum beam
diameter shall be 5mm. Laser must contain internal laser thermal
temperature regulation. Minimum working temperature range 5 deg. C to
35 deg. C.; Laser tracker must be capable of seamless interface with
existing Leica Theodolite Model T3000A for simultaneous measurements on
the same job. The laser tracker system shall be capable of multiple job
tasks; each task shall be an individual job file. Total package to be
one-man lift capable. Local (in Southern California) technical and
service support must be available. Line Item 0002: Upgrade Kit for
Laser Tracker, consisting of optical elements and firmware required for
the installation of an Absolute Distance Meter (ADM) into the optical
path of a laser interferometer, quantity 1 each. Line Item 0003: Remote
LT Motor Controller for remote driving of servo motors, connection
between the laser tracker head and the application computer. This
firmware, placed in the controller, stores the calibration requirements
for a specified tracker. quantity 1 each. Line Item 0004: Mounting kit
for LT Controller, hardware required to mount Controller to laser
tracker, consists of brackets to replace existing handles and shock
absorbent feet added to base of controller. quantity 1 each. Line Item
0005: Motor Cable Interface is a heavy-duty shielded cable with Lemo
connectors on either end. Cable length is 10 meters. For interface
between laser tracker head and controller. quantity 1 each. Line Item
0006: Sensor Cable, consists of a heavy-duty shielded cable with Lemo
connectors on either end. Interconnects a laser tracker head and
controller. quantity 1 each. Line Item 0007: Corner Cube, an open-air
corner cube consisting of planar mirrors arranged at right angles to
each other and mounted in a hemispherical housing with a 1.5 inch
diameter, 25mm. quantity 2 each. Line Item 0008: Laser Tracker Stand,
consists of one 15-inch metal base plate and tube mounted together to
form a rigid stable platform for a laser tracker. The laser tracker
stand mates to the bottom surface of a tracker head tube. quantity 1
each. Line Item 0009: Basic Calibration Kit, consists of one motorized
rotatable reference bar with integrated counter weights, one magnetic
reflector mount, and adapter to reference bar stand. The adapter
affixes the rotatable reference bar to an instrument stand providing
the reference bar a stable platform to be used in the calibration of
the laser tracker. The corner cube is placed in the magnetic reflector
mount on the reference bar and the motor drives the bar to created a
very precise circular orbit. Quantity 1 each. Line Item 0010: (1) each
Mobile Cabinet, 41"h x 56"l x 28.5"d, lockable 6" wheels, retractable
powercord, foam line accessory drawers, 1 storage compartment for a
17" monitor, 15.5" extendible upper shelf, 1000CFM built-in
ventilation, 1000VA built-in uninterruptible power supply, all
drawers/cabinets are to be individually lockable; Line Item 0011: (1)
each Tooling Ball reflector Kit; Line item 0012: (5) each Tooling Ball
Reflector (TBR); Line Item 0013: (5) each Magnetic Tooling Ball
Reflector Holder, 1/2 inch offset; Line Item 14: (1) each Hidden Point
Kit for Tooling Ball Reflector; Line Item 0015: (1) each Surface Probe
Reflector Carrier with initial sphere, assorted probes and surface
bolts; Line Item 0016: (1) each Surface Probe Cornering Device, 1/5
inch; Line Item 0017: (1) each Surface Probe tooling Ball adapter,
Magnetic; Line Item 0018: (1) each Surface Probe Tooling Ball adapter
Non-magnetic; Line Item 0019: (1) each Surface Bolt for sharp tipped
probe, 0.125inch diameter shaft: Line Item 0020: (1) each Surface Bolt
for sharp tipped probe, 0.1875 inch diameter shaft; Line Item 0020: 1
each Surface Bolt for sharp tipped probe, 0.250 inch diameter shaft;
Line Item 0021: (1) each Surface Bolt for sharp tipped probe, 0.375
inch diameter shaft; Line Item 0022: (1) each Surface Bolt for sharp
tipped probe, 0.500 inch diameter shaft; Line Item 0023: (1) each
Reflector Holder Kit, consisting of -- 1 each LB-3750 liner bushing; 2
each tripod sphere mounts; 1 each sphere mount .250 shank; 1 each
ESM-2 edge sphere mount; 1 each tooling ball, .500 diameter, .250
shank; 1 each sphere fit adapter; 1 each bar extension, 5 inch; 1 each
bar extension, 10 inch; 1 each hard point; 1 each theodolite target in
1.5 inch spherical mount; 1 each LB-5000 liner bushing; 3 each
heavy-duty sphere mounts; and 1 each sphere mount, shankless. Line Item
0024: (1) each Environmental Monitoring Station, with NIST temperature
and pressure probes. Line Item 0025: (1) each Infrared Remote Control.
Line Item 0026: (1) each Nivel Kit for Laser Tracker, consisting of --
Nivel 20 level, mounting kit, instruction manual, and cable (lemo-lemo
connector to tracker). Line Item 0027: (4) each Heavy-duty Portable
Stand, consisting of -- heavy-duty portable stand, spikes, and adapter.
Line Item 0028: Basic training for the laser tracker system. Minimum of
forty hours is required for a maximum of six personnel; Line Item 0029:
Operational training for the Surfacer Software is required. Minimum of
thirty-two hours is required for a maximum of six personnel. All
training is to be performed on-site at the requesting government
facility. Technical and service is required. All responsible offerors
are to submit current pricing, delivery time, payment terms, CAGE code,
Duns/Bradstreet number, TIN, and all applicable specifications
regarding this solicitation. Also required are copies of applicable
commercially published price lists pertaining to your company's
product(s) that meet the specifications. Delivery of all items is
required on or before 25 September 1997 to be delivered FOB Destination
to: Receiving Officer, Naval Aviation Depot, Code 54320, Bldg 94, NAS
North Island, San Diego, CA 92135. Mark for: L. Medina, Shop 61241,
Bldg 90-2. Acceptance shall be made at destination. The provision at
FAR 52.212-1, Instructions to Offerors Commercial Items applies.
Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an
express warranty which at a minimum shall be the same warranty terms,
including offers of extended warranties, offered to the general public.
Express warranties shall be included in the contract. Offerors are
required to complete and include a copy of the following provisions
with their proposals: FAR 52.212-3, Offeror Representation and
Certifications Commercial Items. Clause 52.212-4, Contract Terms and
Conditions Commercial Items, applies as well as the following addendum
clauses: FAR 52.211-5, New Material; FAR 52.211-7, Other Than New
Material, Residual Inventory, and Former Government Surplus Property.
The clause at 52.212-5, Contract Terms and Conditions Required To
Implement Statutes or Executive Orders Commercial Items applies with
the following applicable clauses for paragraph (b): FAR 52.222-26,
Equal Opportunity; FAR 52.222-35, Affirmative Action for Special
Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative Action
for Handicapped Workers; FAR 52.222-37, Employment Reports on Special
Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial
Items, applies with the following clauses applicable for paragraph (b):
DFARS 252.225-7001, Buy American Act and Balance of Payment Program;
and DFARS 252.225 -7012, Preference for Certain Domestic Commodities.
Any contract awarded as a result of this solicitation will be a
DO-rated order certified for national defense use under the Defense
Priorities and Allocations System. The government intends to make a
single award to the responsible offeror whose offer is the most
advantageous to the government considering price and price related
factors. Provision 52.212-2, Evaluation Commercial Items, applies with
paragraph (a) completed as follows: Award will be made to the offeror
that meets the solicitation's minimum criteria for technical
acceptability at the lowest price. To be determined technically
acceptable, the offeror must furnish product literature that
demonstrates the products offered meet all requirements stated in the
above purchase descriptions for Line Items 0001 through 0029. Quotes
